(3/5/12): Kitsap County staff and Commissioner
Charlotte Garrido ask residents of Culver Rd. and Price Rd. to join them
for a
neighborhood meeting to discuss the Banner Road Alternative Analysis
Report. Individual affected property owners on Banner Road met with
staff for a project update and to answer any questions.

The southern most quarter mile of Banner Road in South Kitsap, between
Olalla Valley Road and Banfill Road, has been identified as requiring
safety improvements and structural stabilization. Banner Road is a
two lane rural major collector road located at the top of high bank waterfront
without shoulders.
KPFF Consulting Engineers have been selected to prepare an
Alternatives Analysis design report identifying all possible
alternatives for addressing the traffic safety and structural
stabilization issues.

The Banner Road Design Report is now expected to be complete by November
2011, instead of May 2011 as originally planned.There is currently $150,000 budgeted in 2010 and 2011 for costs
associated with completion of this report. Funding for final
engineering design and PS&E, right-of-way acquisition, and construction
is undetermined.
Top 3 Alternatives
In October, the county hosted a public meeting presenting a long list
of alternatives for input. Based on community feedback and a screening
of the alternatives, the list has been narrowed to three alternatives
for further study.
The three alternatives for further study include:
- Reconstruct and widen existing Banner Road

- Closing this section of Banner Road along with Price
Road and creating an extension of Culver Street

- Closing this section of Banner Road along with Price
Road and creating a new roadway through undeveloped land

Vicinity Map
The traffic study area is Banner Road starting from Willock Road on the
north to Olalla Valley Road on the south segment. This
project is on the Six Year Transportation Improvement Program (TIP) and
has been discussed in previous years as the Culver Street Extension.

Scope of Work for Design Report
The final report will propose a preferred alternative with
justification. The report will develop a concept level schedule for design through final
construction, and provide preliminary cost estimates for the
alternatives.

benefits
resulting from the project and environmental permitting
requirements.
- Consideration of retaining walls and/or other
structural elements.
- Determination of probable access and right-of-way
impacts and needs.

project consensus in the community.
