Property Tax Deferral
for Homeowners with Limited Income

The new deferral program, passed into law under SB6178, takes effect with taxes being paid in 2008. Beginning May 1, 2008 any person qualifying for this deferral program can complete an application to request assistance from the Department of Revenue in paying the second half of their taxes.

There is no age or disability requirement for this program.  The Washington State Department of Revenue files a lien on the property.  The interest rate on the outstanding deferred taxes is determined annually, for taxes deferred in 2008, the interest rate is 7%.

To qualify, you must: 

  • pay your 1st half taxes before submitting your application (50% of annual taxes can be deferred - 2nd installment of annual property tax bill)

  • file the application prior to September 1 of each year

  • have gross annual income of less than $57,000

  • own the home for 5 years prior to submitting the application.  Example:  To defer 2008 taxes you must have purchased your home in 2003 or earlier

  • use the property as your primary residence when first applying for deferral and for as long as you remain on the program

  • have 40% equity in the property. Accumulated deferrals cannot exceed 40% of the calculated equity (Assessed value less outstanding debt/liens multiplied by 40% equals the amount allowed for deferral)
