All Kitsap Taxing Districts have held public budget hearings and their respective property tax requirements have been communicated to the Board of County Commissioners for certification to the Assessor.  That certification process has taken place and the levy rates for 2004 property tax collection have been set based on a January 1, 2003 total assessed value in each of the districts.

In spite of the fact that most taxpayers saw significant increases in property valuation this past year, 2004 tax bills for most will likely be only slightly more than 2003 and some will even see reductions in the amount they owe.  Several factors contribute to this:

  1. Taxing districts are again limited to a 1% increase in annual property tax collection, exclusive of new construction-attributed amounts.  As district assessed value increases exceed 1%, levy rates (dollars per thousand of assessed value) are reduced.

  2. The countywide voter approved property tax of $.16/$1000 to build a new 911 facility has been cancelled and replaced with a sales tax increase.

  3. Bainbridge Island Park District collects their operations and maintenance levy only every other year as approved by Bainbridge voters.  $4,922,000 collected from Bainbridge taxpayers in 2003 will not be collected in 2004.

  4. South Kitsap School District has paid off all their construction bonds.  $1,075,000 collected from South Kitsap taxpayers in 2003 will not be collected in 2004.

Also of significance to the 2004 property tax collection is the fact that the State Dept. of Revenue miscalculated last year’s State School levy amount.  On average Kitsap taxpayers got a $10 break last year (2003), which must be collected this year in addition to the regular state school levy.  This accounts for a $.15 per $1000 increase in the state school levy rate between 2003 and 2004.
