Beyond the Books
A message from the Kitsap County Auditor 

The focus of this newsletter is to go beyond the books and inform you of the essential services we provide, discuss our performance, and look ahead to milestones on the horizon. 

January 2016

2016 promises to be an exciting year! Although we have made many improvements in the past few years, there is much more we want to accomplish in each Division.

Our objective is to ensure accuracy, integrity, and continued cost efficiency of the County Auditor’s Office, while increasing quality and timeliness in which we serve our customers.

There is a Special Election on February 9 for voters in all Kitsap County School Districts, except North Kitsap.

May 24 is Election Day for the first Washington presidential primary in eight years. Voters in that election will have to sign a political party declaration for their ballot to count. This is the only election in this state that requires voters to express any party preference.

South Kitsap residents will get another 24-hour ballot drop box before the August Primary election. The added location will be especially beneficial in November, given the high turnout expected with presidential candidates on top of every ballot.

Our new Fiscal Manager, Justin Rall, came on board in September. Justin holds a Bachelor of Science degree in Economics and has served as the Finance Director in his prior position.  

We will be examining the adjusting journal entry and financial statement preparation and continue to improve payroll and accounts payable electronic processes to expand existing capabilities.

The Popular Annual Financial Report, in addition to the required Comprehensive Annual Financial Report, for the county will be completed in the first quarter of 2016.

The Licensing Division is scheduled to begin using the Washington State Department of Licensing’s new software system by December of this year. Preparation for this transition to replace the current 25-year-old software system has already begun.

We will examine our procedures for auditing our Licensing Sub-Agencies to ensure compliance and increased effectiveness. Our goal is to complete the audits before the end of the third quarter.

David Frisk has joined our team as Administrative Services Manager in December. David comes to us with a background in banking and was the Director and Division Operations Officer for MUFG Union Bank.  

One of our goals this year is to increase the number of documents sent to us electronically. We will review this process from the customer’s perspective in detail and work to remove any issues or delays.
