The changing of seasons from summer to fall is a sure sign that election season is upon us once again. As always, my staff of state certified elections administrators is standing by to assist you every step along the way. Later this month we’ll bring democracy to your doorstep with our Mobile Voting program. Accessible voting units, ballot drop boxes, and printable ballots are available at locations throughout the county in the weeks leading up to Election Day on Nov. 4. A wealth of election information is available on our website including the acclaimed Online Ballot Access which provides an interactive electronic voters’ guide. I know that you will find these resources enlightening as you endeavor to cast an informed ballot this November.

State and Local Voters’ Pamphlets, and ballots were mailed to area voters this week. Please contact our office if you do not receive your ballot by Oct. 23. Accessible voting units are available for in-person voting in our office Oct. 17-Nov. 3, 8 am-5 pm, Monday through Friday. Vote centers are available 7 am-8 pm on Election Day, Nov. 4. Vote centers are located in the north end of the county at the Poulsbo Fire Station and in the south end at the County Administration Building. As the safekeeper of public records dating back to the county’s formation in 1857, we are excited to partner with the Board of County Commissioners and Kitsap Historical Society on an exhibit honoring the 125th Anniversary of Statehood here in Washington. The exhibit, entitled “Kitsap Stories from 1889,” encompasses photos of Kitsap from 1889, artifacts and stories about our state’s heritage from a county perspective. I am honored to present at the exhibit opening at 6 pm, Nov. 7. Admission is free as part of Bremerton’s First Friday Art Walk. Kimberly Singer, Licensing Division Supervisor participated in a statewide process improvement LEAN event held by the Washington State Department of Licensing, and the Department of Revenue. Kitsap was one of two agencies representing the state’s 39 counties. During the weeklong event, participants mapped out a new process for determining the value of used vehicles upon sale. The new process is estimated to reduce customer wait time by 216 minutes and reduce the number of steps in the process from 15 to 9. Ultimately customers will be better served by our ability to use multiple sources when determining an accurate and fair vehicle price for tax purposes. Financial Services
The Financial Services Division has seen numerous process improvements in the past year including the switch to daily processing of payment vouchers. The new process resulted in a 56% reduction in steps compared to the previous weekly method of processing payment vouchers. Since launching the new process, at least 98% of all vouchers are being processed error free. We continue to encourage our vendors to switch to direct deposit for payments. In the coming months we hope to implement a new transparency feature on our website that will allow us to present financial reports in a visually appealing and interactive format.
