Ballot Measure Information

Each year we create guidebook applicable to both candidates and ballot measure committees. Most of the information here can be found in the 2024 Candidate and Measure Guidelines book.

Printed copies of the 2024 book are available:
Kitsap County Auditor's Office - Elections Division
619 Division Street, Port Orchard, WA 98366.

A printed copy of the Local Voters' Pamphlet is sent to voters about 25 days before election day. Measure arguments and other material appear in the pamphlet in print and online.

Deadlines for Districts Considering Ballot Measures

It is the responsibility of the district proposing a ballot measure to name members (up to 3 per committee) of the committees writing arguments for and against the measure. (RCW 29A.32.280) If a district is unable to find anyone to write one of the arguments, please notify this office in writing.

Districts and committees placing measures on the ballot must meet the following deadlines. (Please note: Argument and Rebuttal deadlines may be adjusted to work with publishing deadlines, or if a district is unable to assign a committee to write an argument.)

Rules and guidelines for writing arguments Committee members writing arguments can follow these rules and guidelines for submitting arguments.

Video standards Many voters, particularly voters with disabilities, appreciate a video with someone reading the video out loud. Consult this page for the rules and deadlines for those.

Political sign regulations Each jurisdiction in the county has its own rules for signs. Consult this page for contact information.

Public Disclosure Requirements Organizations creating signs or other campaign material should review PDC requirements ahead of the campaign.

Validation Some measures must meet a "supermajority" to pass. This page provides the number of votes from each district from the General Election of 2022, the number districts use to calculate whether their measures pass in 2023.
