Convene Meeting & Approve Minutes of Previous Briefings: 1/10 and 1/31 PM Briefs: Approved with corrections 2:15 2. Courthouse/Café Renovations (Carolyn Siems/ Karen Ross) Action: * Policy issue. * Access into Café will be difficult during construction of 1st floor. * Café Contractor uses kitchen on weekends for catering. * Will schedule appoint with Café Contractor and discuss options. 2:45 3. BOCC Web Page Updates (Don Burger) Action: * Commissioner Endresen feels the web page is too busy. 3:10 4. Ordinance Review: Travel Reimbursement Policy Action: * Commissioner Endresen asked for copies of all resolutions that are being repealed. * Add high cost areas for meals. Confirm it is legal to accept a meal when you are speaking on a county issue. * Commissioner Endresen wants the approval of travel claims for job applicants to remain with the BOCC Chair. * Fine tune section stating the auditor will develop the expense forms, not the procedure. * Clarify section regarding reimbursement for unused airline tickets “unless employee is prevented from attending due to circumstance”. 3:40 5. Board of Commissioner’s/Administrator’s Issues Action: Malcolm Fleming: * Clarify section of C. Baker contract regarding reimbursement of travel expenses from Seattle. * BOCC needs to talk about what we want regarding negotiations for TV Franchise consulting services. * Commissioner Angel feels the Directors should be included in compensation study. Commissioner Endresen feels Directors should be handled differently. Will schedule more time to discuss the issue of Directors being included in this study. * Need a brief from Cindy Baker on site specifics. Commissioner Angel: * Update on Southworth Drive. Design is complete. Independent appraiser is being hired. Road improvement is still critical issue on road regardless of ferry, Public Works agrees. Sent press release to all interested parties. * BKAT is currently televising a report on each legislative position on Tuesdays. Commissioner Endresen: * Cris Gears has composed a letter regarding ball field use, I will sign and send it out if ok with Commissioner Angel. Commissioner Angel approved. * Multi-cultural center has asked us to contribute funds, do we want to commit $10,000 for water hook-up and parking? Will send a letter stating the funds are contingent on them raising the rest of money. * Has the Auditors staffing request been scheduled yet? Get on agenda ASAP. * Annexation came up again. Poulsbo may have annexed everything around Mill Road, need to see a copy of everything that has been annexed. If they did annex around the road but not the road, BOCC needs to address. * Bremerton asking for a stakeholder on the marina issue. They are looking for technical feedback, this person would report to the BOCC. Cris Gears will represent the BOCC at these meetings. * PSRC starting to look at a regional airport. * There are 2 Public Disclosure bills before the legislature that we need to keep an eye on. * Streamlining bill on sales tax would be good for the County if passed. * Association of Washington cities may go to voters and ask for a freeze on property tax bills. Would be very misleading. * Cody mental health bill if passed wouldn’t require bidders to take all services. If you bid on services, it must be all the services. Meeting adjourned at 3:40pm.
