I. APPROVE MINUTES OF January 5, 2005 WORK/STUDY Approved with changes. II. INFORMATION SHARING Randy Casteel: * Silverdale Sunrise Rotary has contacted Public Works for closure on derby day of Ridgetop Blvd, on June 26th, 2005. Bert Furuta: * Information handout showing the Commissioner departments workforce status as of January 7, actual employees per department, represented, non-represented and gender. Bud Harris: * Met with computing seniors and Silverdale Lions, gave a presentation that will be emailed to Commissioners. These groups a re interested in our webpage and interactive services. * Met with KRCC they are interested in the county becoming involved with KPUD, however there is no access in Port Orchard at this time, we need to review their depth of service and look at several security issues. They are now set up in the ferry terminals and Yakima, which is a good disaster recovery site. May use them as an alternate instead of primary for access. Commissioners asked Bud to sit on this committee. We are completing a major network assessment in February first, cannot commit to KPUD until April or May. * Staff interested in donating leave to turn into cash for tsunami leave. Will work with staff to look at alternatives to leave donation. Malcolm Fleming: * SSWM proposal on performance audit will be going out today with a February 4 deadline. Emailed copy to Commissioners. * If there is time when we break into executive session, I would like to brief Commissioners on land acquisition and qualifications of a potential employee. Ben Holland: * Monday lunch with Port of Bremerton Commissioner Bill Mahan, they are looking for ways to finance the downtown Bremerton marina. * Still without a budget manager, went back to the two offered the position but have no answer as yet, went through other applicants and some are qualified but have no municipal budgeting. * Last week a relative passed, won’t be in on Friday due to funeral. Cindy Baker: * Met with the city of Bremerton on COMP plan, * Will have a presentation to Port Orchard on January 24 * Met with the planning commission yesterday gave a presentation on land capacity, only 2 comments. * Critical Area Ordinance meeting tonight at the evergreen room in Silverdale. * DCD staff has compiled a list of acronyms for Terrie Battuello. * Met with tribes, they have a map showing Coulter creek basin, which is in a very natural state, they would prioritize protection of this area. Terrie Battuello: * Meeting with administrative services regarding BKAT on Friday. * Received an email regarding installing outdoor artwork at government center on Saturday. * Charlie Bermant of the Newspaper Group may contact Bert Furuta regarding diversity within the county. Cris Gears: * Received a proposal from an organization to use Pavilion or Presidents Hall for a tsunami relief event if Commissioners agree staff will look into it to see if they have 501c and not a lot of expenses. Will bring forward as a resolution. * Staff working with Deanna to schedule a grand opening date for the fairgrounds event center. * Spring egg hunt will be in two locations this year, Howe farm and Kingston. No location in Central Kitsap but may be another organization is sponsoring one there. Commissioner Lent: * Met with the city of Bremerton yesterday, main discussion was areas of concern on their comp plan. Brings forward the county CPP’s that are not specific, Shelley Kneip to go through and make the wording more specific. We asked Bremerton what their timeline is and areas they want to move into. Gorst is one they are looking at and they know about the sewer issue. They want to incorporate and provide this. They are aware that Silverdale will eventually become a city and the airport would never leave county jurisdiction. They are willing to work with county and Port Orchard in coming up with a solution. They will be taking action in 2006. Shelley Kneip is working with Cindy Baker on an MOU from the meeting yesterday. * Commissioner Angel has concerns about Gorst and SKIA with regard to the Bremerton Comp Plan. * Commissioner Endresen said there was widespread community planning meetings in1992, maybe we should do this again in 2006. * PSRC Thursday. They have extended the hours of this meeting to show us a new program index will bring back more information. * Saturday at USS Stennis crew party. Commissioner Angel: * PSRC this afternoon, continuing to work on the public/private partnership. * Speaking at Grand Opening for the Business Assistance Center. * Met with Public Works on the Southworth drive emails. It is not cost effective to complete a boardwalk at this time but we are addressing their issues. Out of 14 owners, 10 are cooperating, 4 want the boardwalk. * Thursday attending a Martin Luther King Sunrise Service and a trade retreat. Commissioner Endresen: * Clarification of our WSAC board appointments. * BOCC will be ready to discuss clear creek on January 31st. * Regarding the status of Comcast cable franchises, contract should be on 31st agenda. * Bud Harris to update Commissioner about Bainbridge Island cable issues. * PSRC Thursday. * Speaking at Kiwanis next Thursday, Cris Gears to get update on Heritage Park and village green. FIVE-MINUTE BREAK III. WORK SESSIONS FACILITIES, PARKS AND REC: FINANCIAL FAIR REPORT (Cris Gears / Lauran Erickson/ Frank Abbott) Guests from Kitsap Rodeo Cowpokes Jim Carlson President, Bill Wright former President, Julie Johnson Secretary. o Cris Gears will give a format of the report. o The Fair portion will be presented by Lauran Erickson and Frank Abbott. o The Cowpokes will present what they do for the Fair and Rodeo. o Cris Gears: It is not easy to be able to tell what it costs to run the fair. We have four budget areas that costs come from. We have gone thru all the cost centers and put them into a form in broad categories. o Lauran Erickson/Frank Abbott: the total attendance was down slightly this year due to rain. The weather is always a factor in attendance. The fair and rodeo has continued to grow and gain more attention nationally. The 2005 fair and rodeo should be much larger, the extreme bulls will be back and we are looking for 2 nights of sponsored concerts. It is nice to have community partners in this program. We could not accomplish what we have without them and their sponsorship. o Bill Wright: The cowpokes are a group of community people that enjoy fairs and rodeo; we are trying to get a better handle on expenses. We sell lower sponsorships, such as signs on the rodeo gates. We put the funds back into hospitality. Together with Frank and Lauren we have made this a success. The cowpokes also put on parties around the rodeo. We are able to put people together for funding to help with capital improvements, this year it will be bucking shoots. o Terrie Battuello: people don’t realize it is Kitsap County’s fair. We should put the logo in more advertising and make it more visible. o Cris Gears: Our thanks to the cowpokes for all they do. In-kind contributions were not factored into this cost sheet. We could conservatively say it is up to a million dollars with advertising, goods and transportation. UPDATED LAND CAPACITY ANALYSIS (Cindy Baker/ Mark Personius) o Cindy Baker: Introduced Mark Peronius, a consultant working with GIS and the Citizens Action Group (CAG) to complete this project which has been stopped and started several times over the past few years. Cindy Baker will supply a CAG roster to the Commissioners. o Mark Personius: Kitsap County has an exceptional GIS staff in Dave Nash and Cindy Reed. o Powerpoint Presentation accompanied by discussion. o Land Analysis is not an exact science; we have been working with the CAG for the past few months to look at all the options. We have no final numbers yet. These should be complete by January 19th for CAG and Commissioners review. o Once the final analysis is complete and reviewed it will be given to the Sub-Area Planning groups. o Commissioner Lent requested a 10-acre example be given to Commissioners for review. o Commissioner Endresen asked that shoreline lots be reviewed again for accuracy.
