I. APPROVE MINUTES OF December 15, 2004 WORK/STUDY Approved II. BOCC Agenda Review for January 10, 2005 * Cindy Baker to call Mayor Abel to discuss when an update could be presented, she will get back to the BOCC with this information. * BOCC Retreat on January 19th will be at the PW annex not at the KCFCU. III. INFORMATION SHARING Randy Casteel (Public Works): * According to the latest reports, we should get no more then a half inch of snow. Commissioner Endresen is the new Chair and contact. Will update her tomorrow regarding the weather report. Cris Gears (Facilities, Parks and Recreation): * Would like to schedule a lunch with each commissioner to update them regarding projects in their districts. Will need to schedule an executive session regarding property acquisition in Commissioner District #1, * Damaged Long Lake building should be back on line by next month. * Mike Merrill is developing a strategy for a new facility for training, would like to get all police agencies in one room to discuss options. * PFD agreement that was proposed a couple of months ago needs to be formalized with an interlocal agreement. * Monday briefing with Karen Ross to go over the courthouse plan, coroner’s facility and Admin building. Cindy Baker (Community Development): * The next CAO roundtable has been scheduled. * Have a meeting with the Fire Marshall on Friday. * 11 current vacancies within DCD. * Hearing Examiner upheld Kass Crematorium findings. See if Malcolm can talk to Mayor Bozeman about this issue. Per Commissioner Endresen, we need to review our land use wording with Shelley to comply with new court rulings. * Need to brief Commissioners on Land capacity analysis and other issues. Land capacity ASAP, possibly Monday. See if Deanna can find some time in Commissioners Schedules. * Would like to do a “Permit and Other Briefing” similar to Natural Resources with the Commissioners. Bud Harris (Information Services): * Addressing staffing within IS. Have 3 vacancies to fill ASAP. * New GIS manager will be starting next week. Diane Mark * Paladin activities are continuing. Developing a good working relationship with Paladin. * City of Poulsbo will be receiving training from Paladin. * Committed to recovery plans and wireless technology. Once a Technology Services Manager is in place. * Meeting with Malcolm this afternoon to clarify plans and changes. Malcolm Fleming (Administrator): * Beginning on January 31 Randy will give a brief of the departments within Public Works. Every 2 weeks a different department head will give one of these briefs. * Port Orchard is pushing back the overlay of standards so there will be another couple week’s delay. * Retreat goal setting from BOCC-what information do you want from the department heads and electeds: Commissioner Lent would like budgeted items prioritized, not unfunded budget items. Commissioner Angel would like a list of goals and visions. Commissioner Endresen wants where we are going; projects and issues we want to see completed in 05-06, what your department goals are. Issues we may not know about or are going to come up in the new future. * Commissioner Endresen will work with Malcolm on Friday to put a memo together to all on what we are looking for in the retreat. * Draft information to BOCC by Monday the 10th for retreat Bert Furuta (Personnel and Human Resources): * Currently working with Cencom for an amendment on items omitted from negotiated contract. * Priority for 05 is supervisor certification program. First draft of program handed out for comment and changes. March 17 is the kick-off of this program. Ben Holland (Administrative Services): * Interviewed 6 people for Budget manager, 3 were highly qualified. Offered 2 the position after reference checks, both have turned it down. Going back to the beginning. * Working on reorganization in Admin Services, which will include a financial analyst. * Oracle bought Peoplesoft. Oracle will support Peoplesoft through 2013, which includes our software. Strategically we are in a good position. * Terrific move hiring Bud as Informational Services manager. He has made this department much better. * Tapes of 12/13 BOCC meeting are in Ben’s office, stuck in VCR, working on getting new ones from BKAT. Terrie Battuello (Public Information): * Meth toll brochures are out, 20,000 to be distributed. High Schools, Police and Social Services are handing them out countywide. Commissioner Lent: * Will discuss Lodging Tax distribution on Monday. * Have been working with Bankruptcy court in Bremerton. We have given them 2 places to look at. Commissioner Angel: * No report Commissioner Endresen: * 12/15 meeting we were going to talk about reimbursement of business expenses and the six year road plan, when are they rescheduled. Preference is reading expense reimbursement information and getting comments back to Malcolm, I am trying to free up time with these meetings. * Road presentation has been rescheduled for next week. * When is the SSWM audit going to be complete? * Randy Casteel stated it would go out for proposals early February. The audit will take 60-90 days. * Commissioner Lent wants to see the final scope of work on the SSWM audit. FIVE-MINUTE BREAK IV. WORK SESSIONS State Rules Restricting Burning of Land-Clearing Debris – Options for 10:15-11:30 Compliance in Kitsap County (Gretchen Olsen, Dennis McCleary, Amy Fowler, Dave Kircher, Clean Air Agency Representatives) * The Clean Air Agency is currently spending money in Kitsap County with Transit funding for clean-air buses and school district grants for cleaner fuels and retro fitting buses and particle filters. * We are working with the fuel supplier for the passenger only ferries for bio-diesel fuel. * State law regulates outdoor burning because it creates pollution. * What constitutes land-clearing burning is large scale clearing to change its use or clear it. Associated with development. * Burning land-clearing debris creates pollution. In 2002, 120,000 tons was burned and 1,500 tons of fine particles were released in Kitsap County. * State law requires reduction of pollution from outdoor burning per WAC 173-425. * Chipping within large building companies has become more prevalent due to costs and environmental concerns. Used as erosion control, landscaping, etc. * Annual Housing Unit Projections were gathered using PSRC zip code estimate of 5 year housing totals. * As you expand the UGA, the boundary of the no-burn zone automatically expands. * Look at where the major developable land is and how it is being developed due to the health concerns of nearby residents. What is vested and what is not. * Alternatives in Kitsap County are not available due to permitting and siting of these companies. * Amy Fowler would be available to meet with staff to look at plats and alternatives. GIS layer is available, will send to Derrick Crawley. * The decision on expanding the Burn Ban areas goes before their Board in April. * Commissioner Angel would like to sit in on meetings with other local groups. * Grant money is available to work with PW fleet for cleaner fuel.
