I. APPROVE MINUTES OF January 12, 2005 WORK/STUDY Approved with changes. II. INFORMATION SHARING Chair Chris Endresen announced that Cris Gears has been named County Administrator with a period of probation. Mr. Gears thanked the Board, appreciates the confidence they have in him and complimented Malcolm on the good job he has done. Randy Casteel * Needs to meet with Commissioner Lent to talk about Barker Creek. Malcolm Fleming * The Request Proposal for the Surface and Stormwater Management Program Performance Audit closes on Friday. Bert Furuta * Mr. Furuta gave documents to the Board for the Legislative Dinner. He has seven letters of support regarding the increase of the state vendor bed rate for Residential Inpatient Alcohol and Substance Abuse Treatment from $67.64 per day to $100 per day to cover actual costs. The Board agreed that the letters should be sent before the dinner. Commissioner Endresen asked Bert to find out which committee the bill is in and which legislators are working on it. He offered suggestions on how to fund it without impacting other social services. * There are two issues in legislature regarding Personnel issues. HB1173 taxes both the employer and the employees 1 cent an hour to be put in a statewide pool for the purpose of covering emergencies when employees have exhausted their sick leave. WSAC is coming on record against this bill. Also, there is a pending bill that would require medical and psychological background checks for law enforcement. We already do it here but some counties don’t. The cost could be passed on to a pplicant. * Susan Smith and Lynn Flanning will be gone for a few weeks. Salary survey won’t be affected. * Steve Frazier, as President of the Washington Workforce Director Association, was asked by the Governor to sit on the interview panel for the Employment Security Department Commissioner position. Bud Harris * There will be a Web redesign presentation on Wednesday February 9. * Warner Brothers sent notice to the Kitsap County IS Department telling them that one of the County IP addresses may have been used in the movies Oceans 12. They worked on that issue and have a received letter from Warner Brothers stating they are now clear of all implications. * The County will negotiate with the cities to integrate them into the LIS system. * The new version of LIS should be available March 9. Ben Holland * Mr. Holland discussed the Kitsap Regional Coordinating Council budget with Mary McClure. * Due to an oversight in the budgeting process he will brief the Board about some adjustments that need to be made to some grants. * The department will be interviewing tomorrow for budget manager and establish a financial analyst position. * They are closing construction on the Government Building and becoming a member of Condo Association. * Mr. Holland will attend the Government Finance Officer’s Association (GFOA) national meeting the last week of June. Cindy Baker * Ms. Baker created a spreadsheet for ongoing projects. * She gave a Kitsap Nuisance Abatement Team (KNAT) briefing reporting that there are currently 40 sites listed since its inception, 11 sites have been visited, 5 abated and 4 cleaned up and taken off the books. There is a need to set up separate cost center for abatement costs, she will talk to Ben Holland about that. There has been a website set up, KNAT.org, which links to other agencies involved. It is open to the public. Public Works will make available matching funds for junk cars. * There are currently12 vacancies in the Department of Community Development. * There were 1,826 inspection requests last week. * They have been assisting the Navy with addressing issues. Commissioner Endresen wanted to talk to Ms. Baker before spending too much time on that issue so the County may be briefed on the Navy’s expectations. * They made some progress with permit application process and implemented a way for users to get power to their site before getting the permit. * They are proactively working on erosion control. * Ms. Baker will attend the American Planners Association Meeting and will provide the dates at the next meeting. Cris Gears * They are making some progress on short-term space needs. May need to move the Cafeteria currently on lower level of courthouse before demolition on the courthouse begins. * Bob Medley has approached them about building a Memorial for World War II prisoners of War Veterans; he formerly wanted to limit the Memorial to Washington State veterans but will now drop that restriction. It would involve donating a piece of County parkland but no funds. The Board agrees with concept. * A recent request for the donation of the pavilion for an event was rejected due to its not being hosted by a non-profit organization. Mr. Gears asked the Board if they wanted to continue with that policy. The Board agreed that it is important to maintain that stipulation. * They are expanding the space at Givens Community Center in the Office of Aging and Longterm Care. Minor modifications would improve the space that would also serve as host/reception area to the Givens Community Center. None of this space had ever been set aside for public use. Terrie Battuello * Ms. Battuello announced that Lisa Holmer started yesterday as part time employee working as extra help for the Public Information Officer. * She will be unable to attend the Port Townsend training tomorrow but will attend the Emergency Management exercise in March. Commissioner Lent * The organizers of the Armed Forces Day parade and related events will want to utilize as much county space as they can. Chris Larsen is in charge of that and Cris Gears will have his department work with him. * She met with the Quicksilver group yesterday regarding a hydroplane race festival to be held each summer in Silverdale. There was discussion about three major events happening very quickly during the summer: Whaling Days, Quicksilver and the Fair. Security and related costs need to be considered. * She will be in Germany the next week and will miss the Legislative Dinner. * She will ask the Central Kitsap Community Council tonight at their executive meeting to take the lead on having a professional Fourth of July fireworks display this year in lieu having private citizens come to the waterfront park a light off their own fireworks. Commissioner Angel * The Board received a letter from a constituent regarding the baseball fields at the Fairgrounds for use by Olympic High School students. Commissioner Angel feels the Board should respond to it. Cris Gears will work on putting together a response. * She met with Karen Flynn regarding the needs of the election department. * On Friday she will attend the City of Port Orchard monthly meeting and invited others to come. She is eager to resolve the parking situation on the Courthouse Campus. Malcolm Fleming will join them. * Derrick Kilmer is going to lobby the state for Passenger Only Ferries. She asked that he be careful not to put our private ferry issue in jeopardy. * She will meet with Public Works to discuss Southworth drive and recent emails received. The Board should refer constituent inquires about Harper Dock to Kitsap Transit. Commissioner Endresen feels Public Works needs to attend Kitsap Transit meetings to let citizens know what is doable and what is not. Commissioner Angel feels their participation is premature and requested time to work out the issues. Regarding the Harper Dock and POF issues, the Board should refer those to Kitsap Transit. Commissioner Endresen * The Board needs to schedule time to go through the travel expense reimbursement issue, probably next Monday afternoon. * Malcolm will coordinate a list of what the Board will discuss with the congressional delegation and bring it forward for discussion on Monday, the 14th. The Board needs to have a coordinated voice. * Commissioner Endresen asked for confirmation regarding the goals report the department heads committed to during the recent retreat and would like to see them completed within 30 days. FIVE-MINUTE BREAK III. WORK SESSIONS Ordinance Review (Jennifer Forbes) Jennifer Forbes gave a presentation regarding public urination ordinance. Many jurisdictions have such an ordinance. The reason for establishing one is that the Prosecutor gets referrals and currently there is no law on the books so he has to charge the perpetrators under public exposure ordinance, which doesn’t really fit the crime of public urination. This will give prosecutor the tools to address issue. She will work with staff to get ordinance before the Board. Six Year Road Plan / 2020-2030 Vision (Randy Casteel) Randy Casteel and Travis Black gave visual presentation regarding Public Works Six Year Road Plan / 2030 Vision. Attachment shows the factors that influence the Plan. Mr. Casteel mentioned that their data came from 1992 transportation planning involving much citizen input. Since it was so long ago Commissioner Endresen feels it should be looked at again. Do they coordinate with the Puget Sound Regional Council plan? Commissioner Lent brought up new roads and how they are incorporated into the plan. They are on the plan but she would like them to be identified on the map. Commissioner Endresen feels criteria for building new connector roads is needed and caution should be exercised about how new road construction is identified and executed. Mr. Casteel wants to come back again and talk about needs and priorities. Commissioner Lent wants to see a priority list. IV.
