The Central Kitsap Community Campus is located on a 13
acre site in downtown Silverdale and is owned by Kitsap
County.
This Campus is bordered by
Silverdale Way
to the east,
Randall Way
to the west and commercial uses to the north and south. In June 2010, the
YMCA of Pierce-Kitsap Counties broke ground
on
the Campus with the
Haselwood Family YMCA facility.
The Haselwood Family YMCA is one of many proposed uses
for this site. Many public outreach efforts have envisioned this Campus to
include a library, senior housing, mixed-use/retail/office, performing arts
center and a parking structure. As such, Kitsap
County
has embarked on creating a master vision and plan to ensure a cohesive and
coordinated site plan for this area. The goals for this project include:

Provide an overall site plan or strategy of proposed building locations and
associated roadway and parking needs.
v
Create design standards that generate
a compatible mix of office/retail,
recreational and civic uses that are coordinated with landscaping, public
gathering spaces, village commons and pedestrian, bicycle and transit
facilities.
v
Build
a campus where architecture
is distinct and reduces the scale and bulk of buildings through the use of
prominent architecture at key focal points.
v
Incorporate sustainable building practices
(energy-efficiency, low-impact development, etc) wherever feasible.
Over the course of 2010-2011, this project is intended to amend the
Silverdale Design Standards and applicable county code in order to create a
vision and implementation standards for cohesive development on the Campus.
The Silverdale Design Standards were originally adopted in 2007, with recent
amendments in 2009. While a component of the standards includes an existing
chapter on the Central Kitsap Community Campus, this section is proposed to
be amended to achieve the goals mentioned above and provide greater
predictability of future site activities.

After a year long process, amendments to the Silverdale Design Standards and
applicable development code were drafted.
Below are the proposed amendments.

Bucklin Hill Town Center Chapter—Proposed
amendments are predominately intended for housekeeping purposes to
ensure consistency with proposed design standards and new Campus
document organization. Substantively, the attached includes one
amendment which limits building height within the Village Common view
corridor.

Silverdale Design Review Board—Establishes
a design review board to make recommendations on modifications to
projects seeking deviations if located within the CK Campus or the Waaga
Way Town Center.

Title 17 Amendments—Code
amendments to the Regional Commercial zone uses and density, dimensions.
These amendments are intended to ensure consistency with the overall
vision and intended use of the Campus.

CK Campus
Master Plan and Design Standards—Establishes
the design vision, intent and standards for the Campus.

Staff
Report—Review
proposed amendments with consistency with local
and state policies.

These draft are before the Kitsap County Planning Commission for their
consideration and recommendation. Below are work-study and public hearing
tentative dates before the Commission.

has established an ad-hoc advisory committee to assist staff in developing
the Campus vision and design standards areas of focus. This Campus Design
Committee (CDC) is comprised of interested parties, existing and potential
tenants, Central Kitsap Community Council (CKCC) members and local
developers.
The CDC will hold meetings throughout 2010 and 2011 and
are open to the public.
