A Hospital Benefit Zone is authorized by RCW 39.100 and governed by RCW 82.14 and 82.32, and is a local government tool to help finance public improvements related to the construction of a hospital and its anticipated auxiliary growth. Overall, the program is intended to increase private investment and employment while mitigating the impacts of a hospital use on various infrastructure. Public improvements eligible to use funding through this zone include:
The creation of the Benefit Zone allows a jurisdiction to retain a certain percentage of future excise tax dollars generated within the zone otherwise sent to Washington State for their use. Financing all or portion of the public improvements comes from allocating excess local excise taxes (sales or real estate excise taxes) from the local government. Unfortunately, the use of the Benefit Zone legislation is limited and will likely require legislative amendments. Currently, Kitsap County is working with state agencies, legislators and Harrison Hospital to help refine this funding mechanism for use by Kitsap County.
