Through a federal grant and the expertise of regional conservation organizations, Kitsap County will be updating its Transfer of Development Rights Program. Since adoption of the program in 2006, it has seen little utility in helping Kitsap County meet its goals of managing growth. This update will provide a more robust analysis of the program as well as revise its components regarding sending sites, receiving sites, development right ratios and potential urban incentives. These revisions are intended to improve the program to provide greater applicability to future land use decisions.

This update will be conducted in two phases. The first will update the general Comprehensive Plan goals and policies regarding the program to help clarify and streamline the Chapter while allowing opportunities for future County Code amendments. This phase will conclude by the end of 2014.

The second phase will include the technical details of the program through several County Code amendments. These amendments will be considered in early 2015.
