M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS April 3, 2000 The Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator Malcolm Fleming, Clerk of the Board, Holly Anderson and Deputy Clerk of the Board, Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) Recognition of Employee of the Month. Congratulations and a Certificate of Appreciation was presented to Paul Woods, Public Works Department on being selected as Employee of the Month for April. 10:00) A Public hearing to consider revisions to the Large Lot Subdivision Ordinance. The proposed revision being considered includes: Allowing roads within Large Lot Subdivisions to be private easement in certain circumstances and allowing a range of widths between 30 and 50 feet; discretion to the County Engineer to waive certain road standards; changing the agency responsible for administration of Large Lot Subdivisions from the Department of Public Works to the Department of Community Development; compliance with the current Stormwater Management Ordinance; providing authority to the Director of the Department of Community Development to waive the 25 foot periphery buffer requirement and additional minor revisions that do not change the intent or substance of the Ordinance. Jim Svensson, Department of Community Development, gave a brief overview of the proposed Large Lot Subdivision Ordinance. Discussion was held between the Board and staff regarding right of way widths vs. road widths and development of illegally divided land. Mike Hancock, Central Kitsap resident, thanked staff for the work done on the ordinance, believed that the changes would work well for the community and supported its adoption. Vivian Henderson, Washington Association of Realtors, also thanked the staff for work done on the ordinance and supported its adoption. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board enact Ordinance Amendment No.106-D-2000** thereby revising the Large Lot Subdivision Ordinance. Motion carried unanimously. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of March 27, 2000. B. Approve Warrant Nos. 2852830 through 2854330 in the amount of $2,449,678.14. C. Refer the following to the Prosecutor's Office and the Risk Manager: 1) Notice of Hearing filed by WSCCCE, Local 1308; 2) Claim for Damages filed by Carlos Marcelino. D. Adopt Resolution No. 057-2000* thereby setting date of public hearing for April 24, 2000 at the hour of 10:00 AM to consider a Supplemental Appropriation increasing the budget of the General Fund by $119,825 in order to appropriate both the revenues and expenditures associated with carryover of a grant from the State Department of Community, Trade and Economic Development (CTED). E. Adopt Resolution No. 058-2000* thereby setting date of public hearing for April 17, 2000 at the hour of 10:00 AM, to consider adoption of the Kitsap County Department of Public Works/Wastewater Division Capital Improvement Program Plan dated March, 2000, as set forth in detail for the period of 2000 through 2005 in accordance with RCW 43.155.070. A complete copy of the proposed Capital Improvement Program Plan is available for inspection at the Department of Public Works, Wastewater Division, 614 Division Street, Port Orchard, WA, Monday through Friday, 8:00 AM-4:00 PM. Set date of public hearing for April 24, 2000 at the hour of 5:30 PM-7:30 PM at the City of Bremerton City Council Chambers, 239 4th Street, Bremerton, WA as a joint Kitsap County Commissioners/City of Bremerton Council public hearing to consider the Planning Commission's recommendation on the Sub-Area Plan for the Port Blakely Joint Planning Area and proposed amendments to both the Kitsap County Comprehensive Plan and the Kitsap County Zoning Ordinance necessary to implement the provision of the plan. G. Adopt Formal Findings of Fact and Conclusions of Law on the Harris Shooting Range Appeal. Motion carried unanimously. 2) JUVENILE SERVICES DEPARTMENT: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and The State of Washington, DSHS (KC-433-98A) in the amount of $72,379 to provide funding for the Chemical Dependency Disposition Alternative (CDDA) Program. Motion carried unanimously. 3) PERSONNEL & HUMAN SERVICES DEPARTMENT: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and Sound Institute (KC-492-98B) increasing the amount by $53,523 for a new total of $110,913 for the Welfare-to-Work Program for the period of December 1, 1998 through December 31, 2001. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 059-2000* thereby combining two positions within the Department of Community Development. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 060-2000* thereby creating one part- time position and one full-time position, downgrading one position and reclassifying two positions in various County departments. Motion carried unanimously. D. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Lease agreement between Kitsap County and J.Z. Miller, Jr. (KL-137-00) in the amount of $203,220.50 to establish a lease site for the Job Training Center at the Armory Square in Port Angeles for the period of May 1, 2000 through June 30, 2005. Motion carried unanimously. 4) DEPARTMENT OF EMERGENCY MANAGEMENT/CENCOM : A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 061-2000* thereby proclaiming April 17-21, 2000 as Kitsap County Disaster Preparedness Week. Motion carried unanimously. 5) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 062-2000* thereby transferring one flatbed trailer owned by Surface and Stormwater Division of Public Works into the ER&R Fund as contributed capital. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 063-2000* thereby accepting as complete the McCormick Creek Culvert Replacement. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 064-2000* thereby accepting as complete the County-Wide Guardrail Safety Project. Motion carried unanimously. D. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and CH2M Hill (KC-120-00) in the amount of $100,000 to provide on-call consulting services for development of an RFP for transport and disposal of solid waste. Motion carried unanimously. E. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve letter assigning Contract No. 351-98 to Prospect Construction, the prime contractor for the Central Kitsap Wastewater Treatment Plant IIC Expansion Project. Motion carried unanimously. F. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and Washington State Department of Transportation (KC-194- 92D) in the amount of $171,280 for a right-of-way due to the redesign of the project; for Chair's signature. Motion carried unanimously. 6) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Bruce Freeland, Department of Community Development, announced that Kitsap County was officially in compliance with the Growth Management Act. 7) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Resolution calling for a special election on the question of a Home Rule Charter for the County and prescribing the procedure for the election of freeholders to draft the charter. (THIS MATTER WAS CONTINUED TO APRIL 10, 2000). B. Board of County Commissioners/County Administrator Budget Presentation. Malcolm Fleming, County Administrator and Holly Anderson, Clerk of the Board presented a slide presentation and overview of the 2000 budget for the County Administrator and the Board of Commissioners. C. Chair Botkin announced that he was working on the leaflet received from the Home Rule Committee. D. Recess to an executive session on Monday, April 3, 2000 at the hour of 1:30 PM to discuss personnel issues. The executive session began a 1:30 PM and ended at 2:00 PM. Public hearing adjourned.
