M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS April 8, 2002 The Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Jan Angel, Clerk of the Board, Holly Anderson and Deputy Clerk of the Board, Opal Robertson. (THE BOARD OF COMMISSIONERS' PUBLIC MEETINGS AND PUBLIC HEARINGS ARE AUDIO AND VIDEO TAPED). ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) Proclamation/Resolution recognizing National County Government Week. Discussion was held, comments called for and no objection a motion was made by Commissioner Angel and seconded by Commissioner Endresen that the Board adopt Resolution No. 065-2002* thereby proclaiming the week of April 7-13, 2002 as National County Government Week in Kitsap County. Motion carried unanimously. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Angel that the Board: A. Approve Minutes of April 1, 2002. B. Approve Warrant Nos. 2985144 through 2986279 in the amount of $3,139.738.81. Motion carried unanimously. 2) DEPARTMENT OF AMINISTRATIVE SERVICES: A. Contract with Yamamoto Hydro-seeding & Landscaping (KC-406-01) for landscape work at Rotary Park. Net Fiscal Impact: $34,402.50 Source of Funds: Park Acquisition & Development Fund. NOTE: THIS ITEM WAS PULLED. 3) DEPARTMENT OF PERSONNEL AND HUMAN SERVICES: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Angel that the Board approve and execute the contract amendment Kitsap Community Resources (KC-369-01B) increasing the contract amount and adding 20 participants to Community Jobs Program for the period of July 1, 2001 through March 31, 2003. Net Fiscal Impact: $126,275.73. Source of Funds: WA State Office of Trade & Economic Development. B. A motion was made by Commissioner Endresen and seconded by Commissioner Angel that the Board adopt Resolution No. 066-2002* thereby reclassifying positions in the Department of Administrative Services and Community Development and creating a position in the Commissioners Office. Net Fiscal Impact: For 2002, the net fiscal impact for each action is approximately 1) $2,310; 2) $0; 3) $0; 4) $2,05.42 and 5) $29,876. Source of Funds: Proposals 1 and 4 will not require additional appropriation of funds because these requests were included in the departments' 2002 approved budget. Proposals 2 and 3 will not require additional funding. Proposal 5 funding will come from within the department's existing budget. Motion carried unanimously. 4) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Endresen and seconded by Commissioner Angel that the Board approve and execute the contract amendment with The United States Navy (KC-271-90R) for estimated yearly fixed and variable costs for sewer service at the Naval Undersea Warfare Center for the period of October 1, 2001 through September 30, 2002. Net Fiscal Impact: $111,650 (revenue generated). Source of Funds: U.S. Navy. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Angel that the Board approve and execute the contract amendment with The United States Navy (KC-272-90R) for estimated yearly fixed and variable costs for sewer service at Bangor Submarine Base for the period of October 1, 2001 through September 30, 2002. Net Fiscal Impact: $501,199 (revenue generated). Source of Funds: U.S. Navy. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Angel that the Board approve and execute the contract with The Port of Bremerton (KC-219-02) for the Transfer Station Agreement for the sale and purchase of real property. Net Fiscal Impact: $473,061.60. Source of Funds: Solid Waste Capital. Motion carried unanimously. 5) CENTRAL COMMUNICATIONS: A. A motion was made by Commissioner Endresen and seconded by Commissioner Angel that the Board approve and execute the contract amendment with TerraPoint (KC-473-01A) to provide additional airborne laser terrain mapping (LiDAR) for the collection of additional LiDAR date to include Thurston County. Net Fiscal Impact: $378, 480. Source of Funds: Federal U.S. Geological Survey Grant Funds. Motion carried unanimously. 6) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Vivian Henderson addressed the Board with concerns about item 5A in that there needed to be more public information about these types of contracts. B. Robert Crittenden addressed the Board with updates on the January 20 and 21, 2002 Kitsap Peninsula Salmonid Refugia Study. C. Jerry Hebert thanked the Board for recent "speak-outs" forums hosted by Board. 7) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Angel that the Board adopt Resolution No. 067-2002* thereby appointing Bobbette Ausere and Heidi Hottinger to serve on the Kitsap County Substance Abuse Advisory Board commencing April 8, 2002 and ending April 7, 2005. APRIL 29, 2002: 7:00 PM) Public hearing to consider the Kitsap County Planning Commission's recommendation that the Commissioners adopt an Ordinance amending Kitsap County's Comprehensive Plan and to receive oral and written testimony and possibly make a decision on Draft Comprehensive Plan Amendments which includes proposals for: 1) Textual revisions to the Kitsap County Comprehensive Land Use Plan, dated May 7, 1998; 2) Site-specific amendments to the Comprehensive Plan Land Use Map and Zoning Map; and 3) Map corrections to the Comprehensive Plan Land Use Map and Zoning Map.
