M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS April 10, 2000 The Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator Malcolm Fleming, Clerk of the Board, Holly Anderson and Deputy Clerk of the Board, Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) Discussion was held, comments called for and hearing no objection a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 065-2000* thereby proclaiming support and friendship toward the All-China Youth Federation and the American Council of Young Political Leaders. Motion carried unanimously. 10:00) A Public hearing to consider a Supplemental Appropriation increasing the budget of the General Fund by $2,960 in order to appropriate both the revenues and expenditures associated with copier rental for the Drug Court grant and revenues and expenditures associated with a fund raising event in Parks and Recreation (Taiwanese Acrobat Program). Discussion was held comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve the supplemental appropriation in the amount of $2,960; further than an Order be executed so stipulating. Motion carried unanimously. 10:00) B Discussion was held comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 066-2000* thereby proclaiming "County Government Week" recognizing volunteers in Kitsap County. Motion carried unanimously. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board: A. Approve Minutes of April 3, 2000. B. Approve Warrant Nos. 2854331 through 2855187 in the amount of $1,843,719.89. 2) JUVENILE SERVICES DEPARTMENT: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract amendment between Kitsap County and The Bremerton-Kitsap County Health District (KC-141-96E) in the amount of $75,366 to provide medical services to youth in the Detention Facility. Motion carried unanimously. 3) PERSONNEL & HUMAN SERVICES DEPARTMENT: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract amendment between Kitsap County and The Department of Social & Health Services (KC-374-99A) increasing the amount by $34,136 for a new total of $3,165,904 for alcohol and other drug prevention and treatment services for the period of July 1, 1999 through June 30, 2001. Motion carried unanimously. 4) DEPARTMENT OFCENTRAL COMMUNICATION: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 067-2000 thereby proclaiming April 9-15, 2000 as Telecommunicators Week in Kitsap County. Motion carried unanimously. B. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the memorandum of agreement between Kitsap County and Commander, Navy Region Northwest (KC-033-00) for shared use of the Kitsap County Pavilion as a Joint Operations Center (JOC); for Chair's signature. Motion carried unanimously. 5) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 068-2000* thereby authorizing a condemnation action to acquire property for Kitsap County's Lindvog Road extension project (Hansen). Motion carried unanimously. B. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 069-2000* authorizing a condemnation action to acquire property for Kitsap County's Lindvog Road extension project (Hackett). Motion carried unanimously. 6) DEPARTMENT OF ADMINISTRATIVE SERVICES: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract between Kitsap County and Catapult Software Training Center (KC-002-00) in the amount of $60,000 for computer software training classes for County employees for the period of January 1, 2000 through December 31, 2000. Motion carried unanimously. 7) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Ayvon Card and Matt Ryan addressed the Board with concerns about the Home Rule Charter issue. B. Vivian Henderson, Kitsap County Association of Realtors, addressed the Board regarding a land use, citizens survey listed in the Sun Newspaper. 8) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Resolution calling for a special election on the question of a Home Rule Charter for the County and prescribing the procedure for the election of freeholders to draft the charter (including a presentation from Eloise Andrus, League of Women Voters). THIS MATTER WAS CONTINUED TO APRIL 17, 2000. B. The following individuals commented on the above mentioned proposed resolution: Eloise Andrus, League of Women's Voters, Jim Martin, Home Rule Committee, Karl Duff, Carl Walske, Don Bilderdeck, Kathy Simpkins, Dave Card, Matt Ryan, Vivian Henderson, Merton Cooper, Scott Hendon, Kim Able, Violet Cooper, Ayvon Card Discussion was held among the Board members regarding whether the election should be at large, normal filing period, consideration of $25 filing fee or 50 signatures, whether voting should be by district with 7 positions per district, non- partisan election, placing the issue after the county races on the election ballot, the person receiving the most votes should chair the Freeholders Board, the Freeholders Board should submit information to the Board of Commissioners relative to budget request within 90 days, deletion of 12C in the draft, open public meeting report within 10-30 days should be submitted to the Board of Commissioners, campaigning restrictions relative to county employees and any vacancies on the Freeholders Board should be addressed via the statute. C. Commissioner Garrido announced the winners of the Public Works Roadeo Competition held at the Pavilion. She also announced that she had attended a recognition ceremony for Kitsap County citizens over 90 years of age. D. Chair Botkin announced that the Central Kitsap Community Council would be hosting a town meeting on Wednesday, April 12, 2000 at 7:15 PM at the Silverdale Center. E. Recess to an executive session on Monday, April 10, 2000 at the hour of 1:30 PM to discuss personnel issues. The executive session began at 2:00 PM and ended at 2:30 PM. Public meeting adjourned.
