M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS May 1, 2000 The Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator Malcolm Fleming, Clerk of the Board, Holly Anderson and Deputy Clerk of the Board, Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of April 24, 2000. B. Approve Warrant Nos. 2857888 through 2859415 including manual warrant no. 2857886 in the amount of $2,876,410.08 C. Refer the following to the Prosecutor's Office and the Risk Manager: 1) Summons, Complaint for Wrongful Death filed by the Estate of Desiree Wilson on behalf of Cassandra Griffin and Arthur Wilson; and 2) Summons, Land Use Petition, Memorandum Decision, Amended Summons, Amended Land use Petition/Complaint filed by Lloyd Harris. Motion carried unanimously. 2) DEPARTMENT OF COMMUNITY DEVELOPMENT: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and The Washington State Department of Community, Trade and Economic Development (KC-082-00) in the amount of $164,454 for the annual Buildable Lands Grant Program. Motion carried unanimously. 3) PERSONNEL & HUMAN SERVICES DEPARTMENT: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 077-2000* thereby appointing H.C. (Joe) Raymond to serve on the Kitsap County Commission on Children and Youth for a 3-year term commencing May 1, 2000 and ending April 30, 2003. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Job Training Grant contract amendment between Kitsap County and Washington State Employment Security (KC-460-99A) increasing the amount by $36,197 for a new total of $109,447 for the Boeing Project for the period of June 29,1999 through June 30, 2001. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt the Job Training Grant contract amendment between Kitsap County and Washington State Employment Security (KC-135-98B) increasing the amount by $47,564 for a new total of $295,496 for One Stop Implementation for the period of February 5,1998 through June 30, 2000. Motion carried unanimously. D. Discussion was held, comments called for and hearing no objection, a motion was made by Chair Botkin and seconded by Commissioner Endresen that the Board adopt Resolution No. 078-2000 thereby re-appointing Debra Knesal to a 3-year term on the Developmental Disabilities Advisory Board commencing May 1, 2000 and ending April 30, 2003. Motion carried unanimously. E. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the interlocal agreement between Kitsap County and The Division of Alcohol and Substance Abuse (KC-161-00) in the amount of $50,000 to provide the evaluation services for the Adult Drug Court for the period of April 1, 2000 through June 30, 2001. Motion carried unanimously. F. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 079-2000* thereby reclassifying positions within various County Departments. Motion carried unanimously. 4) DEPARTMENT OF ADMINISTRATIVE SERVICES : A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and Intergraph Public Safety (KC-057-99D) in the amount of $6,000 that further reduces the credit to $22,145 for I/LEADS custom incident report. Motion carried unanimously. 5) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the interlocal agreement between Kitsap County and The Kitsap Public Utility District #1 (KC-174-00) in the amount of $2,000 for support of Water Festival 2000. Motion carried unanimously. B. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract between Kitsap County and Olalla Hills Excavating (KC-171-00) in the amount of $276,037.50 for replacement of the Barker Creek Culvert at Nels Nelson Road NW. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and Pape & Sons Construction (KC-172-00) in the amount of $201.920.50 for replacement of the Barker Creek Road NW Culvert. Motion carried unanimously. D. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 080-2000* thereby authorizing the Public Works Director to proceed with the projects outlined in the road improvement projects officially adopted in the Annual Road Program for 2000. Motion carried unanimously. E. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 081-2000* thereby amending County Road Project budgets with CRP numbers included and officially adopted in the Annual Road Program for 2000. Motion carried unanimously. F. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve the Utility Easement agreement between Kitsap County and Norman & Bess Olson granting a utility easement (approximately 36'x44') under and across an unopened County right-of-way in the Plat of Burley Terrace Division I. Motion carried unanimously. 6) DEPARTMENT OF PARKS AND RECREATION: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and Drury Construction Company (KC-158-00) in the amount of $66,543 for re- modeling of the conference center, formerly known as Ryen's. Motion carried unanimously. 7) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Owen Lyon addressed the Board with concerns regarding storage of damaged, inoperable and unlicensed vehicles on property located on SW John Hortsman Road. 8) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 082-2000* thereby proclaiming May as Mental Health Month in Kitsap County. Motion carried unanimously. B. Recess to an executive session on Monday, May 1, 2000 at 1:30 PM to discuss personnel issues. C. Commissioner Garrido announced a Nations Ferry Focus Meeting scheduled on May 2, 2000 and also the Howe Farm Open House scheduled for May 6, 2000. D. Chair Botkin encouraged the audience to participate in the upcoming Highway No. 3 Study sponsored by the State Department of Transportation. Public hearing adjourned.
