M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS May 8, 2000 The Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator Malcolm Fleming, Clerk of the Board, Holly Anderson and Deputy Clerk of the Board, Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) A Recognition of "Employee of the Month", May 2000. Congratulations and a Certificate of Appreciation was presented to Terece Bryan, Department of Administrative Services-Information Services Division on being selected Employee of the Month for May. Bryan was recognized for her skills and dedication as a Systems Engineer and has proven to be a valuable asset to Kitsap County, through her professionalism. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of May 1, 2000. B. Approve Warrant Nos. 2859419 through 2860406 including manual warrant nos. 2859416 through 2859418 in the amount of $2,239,191.51. Motion carried unanimously. 2) AUDITOR'S OFFICE: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 083-2000* thereby establishing a Change Fund for the Department of Community Development (Poulsbo Annex). Motion carried unanimously. 3) PERSONNEL & HUMAN SERVICES DEPARTMENT: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Chair Botkin that the Board adopt Resolution No. 084-2000* thereby reclassifying positions within various County Departments. Motion carried. Commissioner Garrido voted No. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Interlocal agreement amendment between Kitsap County and Olympic Educational Service District #114 (KC-289- 99A) adding the amount of $12,000, Community Mobilization funds and $12,153, Juvenile Drug Court Treatment funds for a new total of $357,374 for the period of July 1, 1999 through June 30, 2001. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Interlocal agreement amendment between Kitsap County and Olympic Educational Service District #114 (KC-290- 99A) adding the amount of $40,000 of Federal funds from the Office of Child Abuse and neglect for the school based Take Time program for a new total of $135,655 for the period of July 1, 1999 through June 30, 2001. Motion carried unanimously. D. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 085-2000* thereby appointing Michael R. Jones representing District No. 1 to a 3-year term on the Kitsap County Council for Human Rights commencing May 1, 2000 and ending April 30, 2003. Motion carried unanimously. 4) DEPARTMENT OF ADMINISTRATIVE SERVICES: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board ratify the purchase agreement for the Chumbley property for open space. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board ratify the purchase agreement for the Kirsopp property for open space. Motion carried unanimously. 5) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Interlocal agreement amendment between Kitsap County and The Kitsap Conservation District (KC-596-99A) in the amount of $40,000 for technical service in support of the Port Gamble Bay Watershed Project. Motion carried unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Chair Botkin and seconded by Commissioner Endresen that the Board adopt Resolution No. 086-2000* thereby authorizing closure of Fairgrounds Road to all vehicular traffic except authorized and emergency vehicles between Stampede Blvd and Tibaris Road from 7:00 AM, May 13, 2000 until 5:00 PM, May 14, 2000 during the Spring Round-Up. Motion carried unanimously. C. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the Interlocal agreement between Kitsap County and The Cities of Bremerton, Port Orchard, Poulsbo and Bainbridge Island (KC- 021-00) to establish a joint board to cooperatively seek to procure solid waste disposal services for Kitsap County and the Cities. Motion carried unanimously. D. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and Washington State Department of Transportation (KC-193-00) for the estimated amount of $188,828 for Countywide Coordination for MTP Update Planning Policies; for Chair's signature. Motion carried unanimously. E. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and Washington State Department of Transportation (KC-182-00) in the amount of $50,000 for reimbursement to the County for assisting in development of the scope of work for Transportation Study; for Chair's signature. 6) DEPARTMENT OF PARKS AND RECREATION: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Interlocal agreement between Kitsap County and The City of Poulsbo (KC-071-00) in the amount of $30,000 for funding assistance to the City of Poulsbo Parks & Recreation Department for the sailing program administered by The Port of Kingston. Motion carried unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 087-2000* thereby appointing Frank Abbott as Entertainment Director to the Kitsap County Fair Advisory Board, completing an unexpired 3-year term ending December 31, 2002 which was left vacant due the resignation of Jeff Coombe. Motion carried unanimously. 7) CENTRAL COMMUNICATIONS DEPARTMENT: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the grant agreement between Kitsap County and The Federal Emergency Management Agency, FEMA (KC-184-00) in the amount of $300,000 for pre-disaster mitigation activities for Kitsap County and its communities. Motion carried unanimously. 8) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Gerri Jordan and Vivian Henderson, Kitsap County Association of Realtors, addressed the Board with concerns about the negotiations with the National Marine Fisheries Services. 9) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Chair Botkin and seconded by Commissioner Garrido that the Board adopt Resolution No. 088-2000* thereby appointing Donald Harris and Carl Johnson completing 3-year terms ending December 31, 2002 on the Central Kitsap Community Council left vacant by the resignation of Lyle Crawford and Erin Biertzer. Motion carried unanimously. B. Superior Court Budget presentation. Superior Court Judge Jay Roof gave a slide presentation of the Superior Court budget. C. Commissioner Garrido announced that she had attended "Field Day and Tour " of the Howe Farm. D. Commissioner Endresen said that she had met with the Economic Development Council regarding the selection of a new director for the Council and encouraged citizen's input/participation. E. Recess to an executive session, Monday, May 8, 2000 at 1:30 PM to discuss litigation and personnel issues. The executive session began at 1:30 PM and ended at 2:00 PM. Public meeting adjourned.
