M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS May 22, 2000 The Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator Malcolm Fleming, Clerk of the Board, Holly Anderson and Deputy Clerk of the Board, Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) A Recognition of the Prudential Spirit of Community Award honoring students in middle and high school grades who have demonstrated exemplary community service. The Board of County Commissioners congratulated Jesse Rowe, a South Kitsap Explorer Academy student on receiving the Prudential Spirit of Community Award, an award that acknowledges volunteer activities of young Americans and promotes what they are doing to make their communities better places to live. Rowe was 1of 8 2000 Washington State Distinguished Finalists. He helped create an educational brochure about date violence for the Planned Parenthood Dating Violence Workforce. 10:00) B "Car Seat" presentation by Kitsap County Sheriff's Office. Sheriff Boyer introduced Shirley Wise, Traffic Safety Task Force, who gave a brief presentation on the correct way to buckle children into their car seats. 10:00) C Recognition of Employee Service Awards. Congratulations and a County plaque was presented to Pat Lawson, Commissioners Office and to Katrine Shaw, Personnel & Human Services for their many years of dedicated service to Kitsap County. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of May 15, 2000. B. Approve Warrant Nos. 2861614 through 2862843 including manual warrant nos. 2861612 through 2861613 in the amount of $3,196,679.70. C. Refer the following to the Prosecutor's Office and the Risk Manager: 1) Notice of Claim filed by J & N & Sons Investments. Motion carried unanimously. 2) DEPARTMENT OF ADMINISTRATIVE SERVICES: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 094-2000* thereby authorizing an interfund loan from the General Fund to the Stadium Fund. Motion carried unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and The Kitsap County Consolidated Housing Authority (KC-221-00) in the amount of $118,000 for pre-construction agreement for the feasibility phase for a proposed office building in the City of Bremerton, subject to the approval from the City of Bremerton; for Chair's signature. Motion carried unanimously. 3) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 095-2000* thereby transferring one 1989 Ford Sedan valued at $2,000 from the Public Works Road Division to the Public Works Waste Water Division via an interfund transfer of monies. Motion carried unanimously. 4) DEPARTMENT OF PERSONNEL & HUMAN SERVICES: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 096-2000* thereby reclassifying positions within various county departments. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Job Training Grant amendment between Kitsap County and The Washington State Employment Security Department (KC-252-99B) reducing the amount by $192,157 for a new total of $449,414 for the Title II-B, Summer Youth Program for the period of April 1, 1999 through December 31, 2000. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Job Training Grant amendment between Kitsap County and The Washington State Employment Security Department (KC-298-98A) increasing the amount by $192,157 for a new total of $596,797 for the Title II-C, 82% Youth Program for the period of April 1, 1999 through December 31, 2000. Motion carried unanimously. 5) PROSECUTOR'S OFFICE: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and Garvey, Schubert & Barer Law Offices (KC-186-97A) for outside legal services. Motion carried unanimously. 6) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) 7) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 097-2000* thereby proclaiming May 20-26, 2000 as National Safe Boating Week and the start of the year-round effort to promote safe boating. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the employment contract between Kitsap County and Malcolm Fleming (KC-213-00) in the amount of $95,017.44 for County Administrator services through December 31, 2002. Motion carried unanimously. C. Recess to Executive session at the hour of 1:30 PM to discuss personnel issues. The executive session began at 1:30 PM and ended at 2:00 PM. D. Commissioner Endresen announced an "Adopt a Beach/Save the Sound " meeting scheduled for Thursday, May 25, 2000 from 6:30-8:30 PM at the Kitsap Regional Library in Bremerton. E. Commissioner Garrido announced a Howe Farm Meeting on Monday, May 22, 2000 at the Olalla Community Club at 7:00 PM. Public meeting adjourned.
