M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS June 2, 2003 The Board of Commissioners met on the above-stated date. Present were Chair Jan Angel, Commissioner Chris Endresen, Commissioner Patty Lent, County Administrator Malcolm Fleming and Clerk of the Board, Opal Robertson. (THE BOARD OF COMMISSIONERS' PUBLIC MEETINGS AND PUBLIC HEARINGS ARE AUDIO AND VIDEO TAPED). ITEMS SET FOR TIME CERTAIN: 2:00) Meeting Called to Order with Pledge of Allegiance. 2:00 PM) Special public hearing to consider a Resolution setting new sewer rates for sewer service for the Central Kitsap, Kingston, Suquamish and Manchester sewer systems, effective July 1, 2003. Net Fiscal Impact: $8,034,000 (2003) increasing each year until 2006. Source of Funds: Sewer Rate Fund –payment from customers. Rick Gagnon, Public Works Waste Water Division, gave a brief background on the proposed resolution stating that in 2001, staff contracted to have a cost service analysis model prepared that allowed staff to develop and analyze sewer rates that would be sufficient revenue to operate the county sewer system. He said the model was completed prior to the budget and included budget information as well as historical data from the past six years. After analyzing the results, Gagnon said staff prepared a proposed set of rates that would govern the next three and one half years. He said rates could not be charged by water consumption because the county did not own the water companies and the county did not have the billing system in place to accommodate this type of service. He said the various water companies have different billing systems, not all water company customers were county sewer customers and that an interlocal agreement would need to be in place with each water company prior to such billing. Discussion was held between Gagnon and the Board regarding research and development of a different billing system and why restaurant rates were higher than commercial or industrial uses. Don Krizan questions why the County had the highest sewer rates in the area and why there is no adjustment in rates when regular consumption was not in use such as when an individual is away on vacation. Jean Wright is concerned about this being a flat rate and felt some customers would be overcharged. Tim Matthes – passed Dana Schidley is concerned about the rate increase, cost of living and possible use of the yearly average of water consumption as opposed to month to month. He felt there is no way to save on sewer rates. Discussion was held among the Board regarding tying sewer rates to water usage, new requirements for system upgrades increases cost, the sewer system must pay for itself, comparison to other jurisdictions, the efficiency of the county's sewer operation and being mandated by state law. A motion was made by Chair Angel and seconded by Commissioner Endresen that the Board adopts Resolution No. 102-2003* thereby setting new sewer rates for sewer service for the Central Kitsap, Kingston, Suquamish and Manchester sewer systems, effective July 1, 2003. Source of Funds: N/A. 10:00) E Closed Record Appeal hearing to consider the Hearing Examiner's decision regarding the application for a Shoreline Substantial Development Permit, filed by the Department of Natural Resources to conduct commercial harvest activities of subtidal geoduck clams in specific areas along the shorelines of Kitsap County. The Board of Commissioners had remanded the matter to the Hearing Examiner for further findings, conclusions and a decision, in accordance with instructions outlined in the Board's decision dated February 24, 2003. JUNE 23, 2003: 10:00) A Public hearing to consider a Resolution authorizing the temporary closure of Crescent Valley Road SE between SE Nelson Road and Banner Road SE from Monday, July 7 through Friday, July 11, 2003 for repair to the road waterside lane damaged by erosion in South Kitsap, Commissioner District No. 2.
