M I N U T ES KITSAP COUNTY BOARD OF COMMISSIONERS June 12, 2000 The Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, Clerk of the Board and Holly. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of June 5, 2000. B. Approve Warrant Nos. 2865332 through 2866396 including manual warrant nos. 2865275 and 2865329 through 2865331in the amount of $4,052,587.01. C. Set date of public hearing for June 26, 2000 at the hour of 10:00 AM to consider an appeal filed by Earl Gallagher, et al of the Hearing Examiner's decision to approve with conditions the application of The Kitsap County Consolidated Housing Authority for a Conditional Use Permit to construct and operate multi-family, low income housing for Kitsap Mental Health Services clients. The proposed project site is located at 4010 Petersville Road in Central Kitsap, Commissioner District No. 3. D. Refer the following to the Prosecutor's Office and the Risk Manager: 1) Notice of Hearing filed by the Kitsap County Deputy Sheriff Guild. E. Set date of public hearing for July 3, 2000 at the hour of 10:00 AM to consider Kitsap County's intent to lease property at Point No Point known as "Maggs House". Motion carried unanimously. 2) DEPARTMENT OF PERSONNEL & HUMAN SERVICES: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Memorandum of Understanding amendment between Kitsap County and Washington State Council of County & City Employees, Local 1308 (KC-415-97"I"). The amendment is effective April 1, 2000 in the following areas: 1) establishment of a new classification, Appraiser I – Commercial, at Wage Grade A16; and 2) reclassify John Kohlman, Budget Control No. G13, to Appraiser I – commercial, A16/5. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and Washington State Department of Social & Health Services (KC-244-00) in the amount of $33,536 to provide family support activities for people with developmental disabilities and their families for the period of July 1, 1999 through June 30, 2000. Motion carried unanimously. C. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 104-2000* thereby appointing Richard W. Bambrick to the Substance Abuse Advisory Board for a three-year term commencing June 12, 2000 and ending June 11, 2003. Motion carried unanimously. D. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 105-2000* thereby re-appointing Peggy Adkins to the Substance Abuse Advisory Board for a three-year term commencing June 23, 2000 and ending June 23, 2003. Motion carried unanimously. E. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Interlocal agreement between Kitsap County and The Washington State Department of Health & Human Services (KC-243-00) in the amount of $12,800 to provide employment services for people with developmental disabilities for the period of July 1, 1999 through June 30, 2000. Motion carried unanimously. 3) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Matt Ryan addressed the Board with concerns regarding the burn ban in rural areas and waterfront setbacks. B. Vivian Henderson addressed the Board with concerns about waterfront setbacks, being kept informed as to what was happening with the National Marine Fisheries Service and the County and complimented the opening of the Career Development Center. 4) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 106-2000* thereby appointing Doug Dillon as Concession Director to the Kitsap County Fair Advisory Board for a three-year term ending December 31, 2003. Motion carried unanimously. B. Recess to executive session on Monday, June 12, 2000 at the hour of 1:30 PM to discuss personnel issues. The executive session began at 1:30 PM and ended at 2:00 PM. C. Commissioner Garrido invited the audience to attend a slide show presentation by Dr. Kitamoto entitled "The Bainbridge Island Japanese American Experience – American History From a Different Perspective" scheduled for June 23, 2000 at 6:30 PM at the Givens Community Center. D. Chair Botkin announced a planning meeting for the Old Mill site scheduled for June 12, 2000 at 7:00 PM at Fire District #56. He also announced a Seabeck Community meeting scheduled for June 13, 2000 at 6:30 PM at the Seabeck Conference Center. Public meeting adjourned.
