M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS June 16, 2003 The Board of Commissioners met on the above-stated date. Present were Chair Jan Angel, Commissioner Chris Endresen, Commissioner Patty Lent, County Administrator Malcolm Fleming and Clerk of the Board, Opal Robertson. (THE BOARD OF COMMISSIONERS' PUBLIC MEETINGS AND PUBLIC HEARINGS ARE AUDIO AND VIDEO TAPED). ITEMS SET FOR TIME CERTAIN: 7:00) Meeting Called to Order with Pledge of Allegiance. 7:00 PM) Special public hearing to receive testimony on the Recommendation of the Kitsap County Planning Commission regarding the proposed adoption of the South Kitsap UGA/ULID #6 Sub-area Plan, corollary amendments to the Kitsap County Comprehensive Plan and implementing development regulations. Laura Ditmer, Department of Community Development, gave a brief summary of proposed South Kitsap UGA/ULID #6 Sub-Area Plan stating a new land use designation, "Urban Cluster Residential has been created allowing urban low densities within an environmentally constrained area by clustering residential development. She said the master plan requires new development to coordinate open space/parks, transportation, housing, lighting and other features in order to create a consistent and thoughtfully planned development. Linda Niebanck, McCormick Land Company, gave a brief history of the project and commented on the environmental protection and standards in place through out the entire urban village. Bob Johns, representing McCormick Land Company, believes the plan is consistent with the Growth Management Act and the County's adopted Comprehensive Plan. He believes it is also consistent with the Board's directive on last year to adjust the allocation of uses and place more emphasis on the town center approach with a mixed use plan to create an urban village concept. Johns believes it is premature to adopt specific design guidelines for the ULID #6/South Kitsap Subarea as part of either the Subarea Plan or as part of the Zoning Code amendments. He said McCormick proposes that the zoning code amendments, which will require a master plan for the subarea, include a provision that requires that design guidelines be proposed by the property owner at the time a master plan application is submitted. Larry Curles, City of Port Orchard, expressed the City's support of the revised plan for the South Kitsap UGA/ULID #6 area. Thomas O'Brien, South Kitsap School District, said the school district recognizes that it may need a total of approximately 55-60 acres (instead of 40 acres) for a future school site use. He said in discussion with McCormick Land Company, an alternative site has been identified on the north side of Old Clifton Road as the preferred location. O'Brien requests that the Land Use and Zoning Map allow for the alternative location for school purposes and that the potential alternate site be indicated as "public facility" use. Art Castle, Home Builders Association, said the association adopted a resolution supporting the final McCormick Village Plan and urges the Board to approve the plan as well. He did have a concern about the design guidelines. Anastacia Legan, Anderson Hill resident, said the plan is okay and she did not have a problem with it. Fred Depee supports this proposal but is concerned what will happen if the South Kitsap School District decides not to purchase the property. Mike McCuddin, McCormick Woods resident, is concerned about the increased traffic in the area, additional population and did not believe the area is suited to this kind of growth. Vivian Henderson said the Kitsap Alliance of Property Owners is not a taking a position on this matter. Tom Nevins encouraged the Board to read the Planning Commission minutes dated May 20, and June 3, 2003. Michael Gustafson said the Planning Commission's response on this matter is fairly non-committal. He said the project did not affect him but he feels sad for the residents of McCormick Woods. Bob Allan, McCormick Woods resident, believes that everything McCormick Land Company has previously done has been good and he is reasonably sure this is a good plan as well. Allison O'Sullivan, Suquamish Tribe, said the Tribe was contacted to be a part of the Citizens Review Committee for the second portion of the project but not the initial portion of the project. She said the Tribe did not support the initial project and did not feel compelled to support the flushing out of the details. Earl Prentiss questions where the funds are coming from to support the infrastructure for this new development and whether environmental monitoring will be a requirement as it was in the first development. Bert Esau believes the critical areas requirements and the impervious surface guidelines will take care of any environmental monitoring. He requested that his two acres be included in the proposal since they are adjacent to Clifton Road. Richard Sorbino is concerned about increased taxes and the quality of life in the area. Charlotte Garrido urges the Board to consider the impacts of adding the entire 10,000 population figures allocated to the South Kitsap McCormick Woods (ULID #6) subarea and to review the entire UGA before designating significant new development to an undeveloped area. Discussion was held among the Board members regarding additional review of the Planning Commission information, a more detailed map outlining the school district land swap, additional information on the roads, the population figures allocated for this area and referencing just "transit" in the document and not one specific entity. Chair Angel said this public hearing is continued to September 8, 2003 at the hour of 7:00 PM at the President's Hall, Fairgrounds Complex. She said the Board will accept oral testimony at that time and will also accept written testimony until the close of the public hearing on September 8, 2003. Source of Funds: Road Fund. 10:00) B Public hearing to consider a Resolution temporarily closing Glenwood Road SW to all classes of vehicular and pedestrian traffic between SW Lake Flora Road and SW J.H. Road for widening, resurfacing, installation of storm sewer drainage facilities, planting and other work. Anticipated time of closure will be from Tuesday, July 15, 2003 until Monday, August 4, 2003. This road project is located in South Kitsap, Commissioner District No. 2.
