M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS July 3, 2000 The Board of Commissioners met on the above-stated date. Present were Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator, Malcolm Fleming, Acting Clerk of the Board, Pat Lawson and Deputy Clerk of the Board, Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) A Public hearing to consider Kitsap County's intent to lease property at Point No Point known as "Maggs House". Dain Nysoe, Parks & Recreation Department, gave a brief description of the Maggs House property site that was located at Point No Point in Hansville, WA and said that this would bring the total to 12 properties that the county would be leasing. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve the intent to lease the property at Point No Point known as "Maggs House". Motion carried. 10:00) B Continuation of a public hearing to consider enacting an Ordinance establishing policies and procedures for Kitsap County Right-of-Way Vacations and Tax Title Strip sales. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board continue this matter to July 24, 2000. Motion carried. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board: A. Approve Minutes of June26, 2000. B. Approve Warrant Nos. 2868903 through 2870309 including manual warrant nos. 2868896 through 2868902 in the amount of $2,971.895.11. C. Refer the following to the Prosecutor's Office and the Risk Manager: 1) Claim for Damages filed by Patricia Gouveia. D. Adopt Resolution No. 123-2000* thereby setting date of public hearing for July 17, 2000 at the hour of 10:00 AM to consider a Supplemental Appropriation increasing the budget of the Jail Construction Fund in the amount of $750,000 in order to allow for the payment of costs being incurred on the project until bonds are issued. E. Adopt Resolution No. 124-2000* thereby setting date of public hearing for August 7, 2000 at the hour of 10:00 AM to consider a petition to create County Road Improvement District #40 regarding draining and paving approximately 0.7 mile of existing gravel roads located in Sections 5 & 8, Township 22 North, Range 1 East, W.M. and is located approximately one-half mile west of the intersection of Glenwood Road SW and SW Pine Road in South Kitsap, Commissioner District No. 2. F. Set date of public hearing for July 24, 2000 at the hour of 10:00 AM to consider adoption of the Bethel Road Corridor Plan. Motion carried. 2) DEPARTMENT OF ADMINISTRATIVE SERVICES : A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 125-2000* thereby reallocating appropriations with in the 2000 General Fund budget and creating new positions. Motion carried. B. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the Interlocal agreement between Kitsap County and Douglas County (KC-329-00) in order to acknowledge the parties' mutual interest to jointly bid the acquisition of goods and services and disposition of property where such mutual effort can be planned in advance and to authorize the acquisition of goods and services and the purchase or acquisition of goods and services under contract where a price is extended by either party's bidder to other governmental agencies. Motion carried. 3) DEPARTMENT OF PARKS & RECREATION: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 126-2000* thereby authorizing open space and park acquisitions. Motion carried. 4) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the Waterline Easement agreement between Kitsap County and Silverdale Water District No. 16 requesting that the county grant a 15-foot wide easement (15'x150') for a waterline across a portion of county property located south of Luoto Road and west of Silverdale Way. Motion carried. 5) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Fred Depee addressed the Board with concerns about the 2 for 1 rule as it related to the Growth Management Act and large lot sub-divisions. He also addressed changing 5,000 square feet impervious surface to 10,000 square feet, relative to creation of a lot to put a home on. 6) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Executive session on July 3, 2000 at the hour of 9:45 AM to discuss land acquisition. The executive session began at 9:45 AM and ended at 10:00 AM. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve the revisions to the real estate purchase and sale agreement (Creek View Business Park) as discussed in executive session. Motion carried. Public meeting adjourned.
