M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS July 9, 2001 The Board of Commissioners met on the above-stated date. Present were Chair Chris Endresen, Commissioner Jan Angel, Clerk of the Board, Holly Anderson and Deputy Clerk of the Board, Opal Robertson. (THE BOARD OF COMMISSIONERS' PUBLIC MEETINGS AND PUBLIC HEARINGS ARE AUDIO AND VIDEO TAPED). ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) A Presentation by Melinda Harmon, Bremerton Kitsap County Health District on the Healthy Youth - Kitsap County 2001 Report. Melinda Harmon and Rochelle Doan gave a brief overview of the Healthy Youth - Kitsap County 2001 Report stating that this is the second annual report on the state of our youth in Kitsap County. Harmon said this report draws on the knowledge of local service providers, available demographic information, current research and the youth themselves. She said the report identifies where our community is doing well and where we might do better. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Angel and seconded by Chair Endresen that the Board: A. Approve Minutes of July 2, 2001. B. Approve Warrant Nos. 2935486 through 2936440 in the amount of $3,543,678.95. Motion carried. 2) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Angel and seconded by Chair Endresen that the Board adopt Resolution No. 116-2001* thereby authorizing the County Engineer to proceed with County Road Project No. 5004 for resurfacing upgrades of deficient pavements in various locations countywide. Motion carried. B. A motion was made by Commissioner Angel and seconded by Chair Endresen that the Board adopt Resolution No. 117-2001* thereby authorizing the County Engineer to proceed with the County Road Projects Nos. 1535-1539, 2529-2531 and 3494 in various locations countywide. Motion carried. 3) DEPARTMENT OF PERSONNEL & HUMAN SERVICES: A. A motion was made by Commissioner Angel and seconded by Chair Endresen that the Board approve and execute the contract amendment with The Department of Social & Health Services (KC-382-99A) increasing the amount by $68,484 for a new contract total of $3,806,443 to provide employment training, job development and day program services for individuals with developmental disabilities who have previously been un-served for the period of July 1, 1999 through June 30, 2001. Motion carried. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Angel and seconded by Chair Endresen that the Board adopts Resolution No. 118-2001* thereby appointing Jennifer Irvine Forbes to serve a 3-year term commencing July 16, 2001 and ending July 15, 2004 to the Kitsap County Commission on Children and Youth representing District #2. Motion carried. 4) CENTRAL COMMUNICATIONS DEPARTMENT: A. A motion was made by Commissioner Angel and seconded by Chair Endresen that the Board approve and execute the Inter-County agreement with King, Pierce and Snohomish Counties (KC-257-01) providing emergency assistance to each other during times of emergency in the form of supplemental personnel, equipment, materials or other support. Motion carried. 5) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Susanna Reese, Public Works Department, gave a brief report of her trip to Senegal, Africa as an exchange student and how she help build an Enviro-Scape model for the village school children. 6) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Angel and seconded by Chair Endresen that the Board adopt Resolution No. 119-2001* thereby appointing James Thomas to the Kitsap County Council for Human Rights to a 3-year term ending June 30, 2004. Motion carried. B. Recess to executive session on Monday, July 9, 2001 at the hour of 1:15 PM and again at 1:30 PM to discuss personnel issues and potential litigation, respectively with the Prosecutor's Office. The executive session began at 1:15 PM and ended at 2:00 PM. Public meeting adjourned at 10:20 AM. The proposed lease will be for the term of five years with the option of one additional five-year term.
