Present were Chair Jan Angel, Commissioner Chris Endresen, Commissioner Patty Lent, County Administrator Malcolm Fleming and Clerk of the Board, Opal Robertson. PROCLAMATIONS/RESOLUTIONS/RECOGNITION: 11:00) - 1 Resolution appointing Kimberly Bush Jr. to the Kitsap County Council for Human Rights for a 3-year term ending July 8, 2006. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Lent that the Board adopts Resolution No. 124-2003* thereby appointing Kimberly Bush Jr. to the Kitsap County Council for Human Rights for a 3-year term ending July 8, 2006. OPPORTUNITY FOR PUBLIC COMMENTS ON AGENDA ITEMS ONLY: (Please limit comments to 2minutes) OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: * A. Approve Warrant Nos. Motion carries unanimously. 2) CENTRAL COMMUNICATIONS DEPARTMENT: A. A motion was made by Commissioner Endresen and seconded by Commissioner Lent that the Board approves and executes the contract with WA State Military Department (KC-275-03) to receive financial assistance for expenses necessary to answer 911 calls originating in Kitsap County that includes performing certain tasks and maintaining certain equipment necessary to operate Wireless Enhanced 911. Net Fiscal Impact: $589,444. Source of Funds: Motion carries unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Lent that the Board approves and executes the contract with WA State Military Department (KC-267-03) to receive supplemental grant funding for Region 2 Homeland Security Coordinating Council. Net Fiscal Impact: $1,204,061 revenue grant. Source of Funds: WA State grant. Motion carries unanimously. C. Recess to executive session from the hours of 12:30 PM – 1:30 PM to discuss personnel matters pursuant to RCW 42.30.110. The executive session began at 12:30 PM and ended at 1:30 PM. 3) BOARD OF COMMISSIONER'S COMMENTS: A. Commissioner Endresen said she would not be present at the next Board of Commissioners public meeting scheduled for July 28, 2003 due to attending the Puget Sound Naval Base Association meeting in Washington, DC. B. Commissioner Lent said she would be attending the Puget Sound Regional Council meeting in Seattle and the County Road Administration Board meeting in Olympia. C. Chair Angel said she would be attending the National Association of Counties meeting in Wisconsin. Public meeting adjourned at 11:10 AM.
