M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS July 10, 2000 The Board of Commissioners met on the above-stated date. Present were Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator, Malcolm Fleming, Acting Clerk of the Board, Pat Lawson and Deputy Clerk of the Board, Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) A Public hearing to consider a Supplemental Appropriation increasing the budget of the General Fund in the amount of $22,062 in compliance with a CASA grant from the State of Washington. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve the supplemental appropriation in the amount of $22,062. Motion carried. 10:00) B Public hearing to consider a Supplemental Appropriation increasing the budget of the Emergency Services Fund in the amount of $4,000 in order to accept a FEMA grant. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve the supplemental appropriation in the amount of $4,000. Motion carried. 10:00) C Public hearing to consider a petition filed by James Chumbly to sell at public auction two (2) tax-title properties near South Kingston Road in Kingston, Commissioner District No. 1. Judy Dickinson, Public Works Department, gave a brief overview of the tax title property and said that the Open Space and Greenways Committee and the Department of Public Works had reviewed the petition and recommended approval of the sale, reserving a 5-foot wide pedestrian easement on one of the properties. Discussion was held between the Board and staff regarding the assessed value of the properties and access to the site. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve the petition as presented by staff; further that an Order be executed so stipulating. Motion carried. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of July 3, 2000. B. Approve Warrant Nos. 2870310 through 2871360 in the amount of $1,094,397. C. Set date of closed record appeal hearing for July 24, 2000 at the hour of 10:00 AM to consider an appeal filed by James Tracy on behalf of James Robinson of the Hearing Examiner's decision to approve subject to conditions a Site Plan Review for construction of a retail center consisting of three buildings and associated facilities at the southeast corner of SR 303 and John Carlson Road in Central Kitsap, Commissioner District No. 3. Motion carried. 2) DEPARTMENT OF ADMINISTRATIVE SERVICES : A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract between Kitsap County and Professional Data Systems (KC-292-00) in an amount not exceed $250,000 for consultant services to the Land Use Information System Steering Committee. Motion carried. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and Paladin Data Systems Corporation (KC-293-00) in an amount not to exceed $1,500,000 for development of a Land Use Information System. Motion carried. 3) DEPARTMENT OF COMMUNITY DEVELOPMENT: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 127-2000* thereby appointing the following individuals to the Kitsap County Fire Safety Advisory Board: Jim Adrian, Randy Billick, Dean Hanks, Allan Humm and James Stoddard. Motion carried. 4) DEPARTMENT OF PUBLIC WORKS: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and KCM, Inc (KC-144-99A) increasing the amount by $24,039 for a new total of $110,339 for design services for fish passage improvements on Mosher Creek. Motion carried. 5) DEPARTMENT OF PERSONNEL & HUMAN SERVICES: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Interlocal agreement between Kitsap County and Children & Family Services (KC-296-00) in the amount of $25 per test for a Random Urinalysis Call-In Program for the period of April 1, 2000 through June 30, 2001. Motion carried. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and Lutheran Social Services (KC-267-00) for a maximum consideration of $350,000 for the 2000-2001 Medicaid/COPES Personal Care Services program for the period of July 1, 2000 through June 30, 2001. Motion carried. 6) JUVENILE SERVICES DEPARTMENT: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Interagency agreement amendment between Kitsap County and Olympic Educational Service District #114 (KC-308-97C) to provide educational services to incarcerated juveniles. Motion carried. 7) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Roy Crocky addressed the Board with concerns about the "junky" condition of his neighbor's yard and how it affected his property value. B. Pamela Buckingham, Kitsap Historical Society, addressed the Board with concerns about the procedures for vacation of the Sidney Cemetery. C. Andrea MacDonald, WA State Cemetery Association, addressed the Board with concerns about the procedures for vacation of the Sidney Cemetery. 8) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Commissioner Endresen announced a Point No Point Lighthouse meeting scheduled for Thursday at 1:30 PM. Public meeting adjourned.
