M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS September 18, 2000 The Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, Clerk of the Board, Holly Anderson and Deputy Clerk of the Board, Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) Recognition of the Professional Finance Officer Award for Ade Ariwoola (Continued to October 2, 2000). 10:00) Resolution proclaiming the weeks of September 19-28, 2000 as Kitsap County Employees United Way Campaign weeks. Dean Logan, Kitsap County Clerk and serving as vice-chair of the 2000 United Way Campaign, said that Kitsap County's goal for this year was $40,000. He encouraged support of this goal and adoption of the resolution. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 167-2000* thereby proclaiming the weeks of September 19-28, 2000 as Kitsap County Employees United Way Campaign weeks. Motion carried unanimously. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board: A. Approve Minutes of September 11, 2000. B. Approve Warrant Nos. 2881695 through 2882932 including manual warrant no. 2881693 through 2881694 in the amount of $4,535,600. C. Refer the following to the Prosecutor's Office and the Risk Manager: 1) Claim for Damages filed by Ronald R. Ross, Manager Royal Valley, LLC. Motion carried unanimously. 2) DEPARTMENT OF PERSONNEL AND HUMAN SERVICES: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 168-2000* thereby downgrading a position and reclassifying a position in the Juvenile Department. Motion carried unanimously. B. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the job training contract amendment between Kitsap County and WA State Employment Security (KC-138-99B) increasing the contract amount by $129,929 for a new total of $718,248 for the Timber 6 Revenue contract for the period of January 22, 1999 through September 30, 2000. Motion carried unanimously. C. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract between Kitsap County and WA State Employment Security (KC-394-00) in the amount of $1,328,511 for the Workforce Investment Act Adult and Dislocated Worker programs for the period of July 1, 2000 through June 30, 2001. Motion carried unanimously. D. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Collective Bargaining Agreement between Kitsap County and Teamsters, Local 589 (Public Work Utilities) (KC-442-00) for a 3- year contract effective January 1, 2000 through December 31, 2002. Motion carried unanimously. 3) PUBLIC WORKS DEPARTMENT: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 169-2000* thereby transferring one 1999 Workhorse Van valued at $33,000 into the Kitsap County Sheriff's Department ER&R Fund as contributed capital. Motion carried unanimously. B. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract between Kitsap County and Pape & Son's Construction (KC-429-00) in the amount of $52,517.75 for the installation of a new storm water force main in the Parkwood area of South Kitsap. Motion carried unanimously. 4) DEPARTMENT OF COMMUNITY DEVELOPMENT: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 170-2000* thereby approving a new position within the Department of Community Development (Fire Marshal's Office) in accordance with Interlocal Agreement KC-342-00 with the Puget Sound Clean Air Agency. Motion carried unanimously. 5) PROSECUTOR'S OFFICE: A. A motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the lease agreement between Kitsap County and L. William & Avis Rill (KC-437-00) in the amount of $6,100 per month from October 1, 2000 through December 31, 2000 and $7,625 per month from January 1, 2001 through September 30, 2005 for lease of the Child Support/Paternity Division of the Kitsap County Prosecutor's Office located at 730 Prospect Street in Port Orchard. Motion carried unanimously. 6) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) 7) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Chair Botkin and seconded by Commissioner Garrido that the Board adopt Resolution No. 171-2000* thereby appointing Sue Fox to the Central Kitsap Community Council for a 3-year term ending December 31, 2003. Motion carried unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 172-2000* thereby proclaiming September 25-October 1, 2000 as Kitsap Harvest Celebration Week. Motion carried unanimously. Caryn Robertson and Jeannie Woods spoke in support of the Kitsap Harvest Celebration Week and in support of local farms. C. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract between Kitsap County and The Department of Natural Resources (KC-449-00) for Disclosure to Purchase and Approval of Deed for Banner Forest. Motion carried unanimously. Commissioner Garrido solicited volunteers to serve on the Banner Forest Stewardship Committee. Chuck McGuire urged the County to review the timber management plan for Banner Forest and urged the county to set aside 40 acres located in the heart of the forest as a working classroom for the schools. Maxine Doyle said that an educational plan was being developed in order to work with the schools and public relative to Banner Forest. D. Commissioner Endresen said that Project Impact was a partnership agreement between various agencies that pledged to build a disaster-resistant community and that the County was fortunate to be involved in such a partnership. E. Chair Botkin encouraged all citizens to vote in the upcoming primary election. Public Meeting adjourned.
