M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS October 2, 2000 The Kitsap County Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator Malcolm Fleming, Clerk of the Board Holly Anderson and Deputy Clerk of the Board Opal Robertson. ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) Employee Service Awards. Congratulation and Certificates of Appreciation were presented to the following employees for their many years of dedicated service to Kitsap County: Paul Andrews, Derrick Crawley and Steven Schunzel, Department of Community Development and Richard Kitchen, Prosecutor's Office. 10:00) Employee of the Month Recognition. Congratulations and a Certificate of Appreciation was presented to Vickie Hanson, Personnel & Human Services, Area Agency on Aging Long Term Care Division. Vickie serves as Administrative Assistant for this Division and is responsible for administrative and program support functions. Her contributions to the operation of the Division and the well-being of the elderly and handicapped of the community has been monumental. 10:00) Recognition of the Award of Financial Reporting Achievement (Ade Ariwoola, Lillian Shierk and John Zampardo). Congratulations and Financial Reporting Achievement Award plaques were presented to Ade Ariwoola, Lillian Shierk and John Zampardo on being instrumental in Kitsap County achieving a Certificate of Achievement for Excellence in its annual financial reports. 10:00) Employee Recognition for the Dingo Dawn Exercise. Congratulations and Certificates of Appreciation were presented to Sharon Aker, Tom Dudzic, George Geyer, Bud Harris, Laura Jull, Judy Melin Phyllis Mann, Terri Washburn and Doug Bear for their participation in and the success of the joint military-civilian emergency preparedness exercise known as Dingo Dawn held in August, 2000. 10:00) A Continuation of the public hearing to consider Policies and Procedures for the Kitsap County Right-of-way Vacations and Disposition of County-owned Land Ordinance (NOTE: This Matter has been continued indefinitely). 10:00) B Continuation (for possible reconsideration) of the Proposed Port Blakely Sub-Area Plan and Implementing Regulations, Proposed Revisions to the Kitsap County Comprehensive Plan and Zoning Ordinance and the Proposed Three-Party Agreement. Chair Botkin said that things were going well with the City of Bremerton regarding the two items of concern discussed at the previous meeting and that he did not have anything further to reconsider. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of September 18, 2000. B. Approve Warrant Nos. 288440 through 2885691 including manual warrant nos. 2884237 through 2884239 in the amount of $2,918,908.40. C. Refer the following to the Prosecutor's Office and the Risk Manager: 1) Declaration of Service and Posten's Response to Kitsap County Motion for Presentation of Order filed by Mr. & Mrs. Warren E. Posten and 2) Complaint for Violation of Civil Rights filed by Harold Talbert. Motion carried unanimously. 2) DEPARTMENT OF PERSONNEL AND HUMAN SERVICES: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 173-2000* thereby combining two positions within the Department of Administrative Services. Motion carried unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract between Kitsap County and The Family Policy Council State of WA (KC-441-00) in the amount of $218,003.26 giving authority to the Commission on Children and Youth to expend Family Policy Council Funds for services to children and families for the period of July 1, 2000 through June 30, 2001. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and WA State Employment Security Department (KC145-99B) increasing the amount by $129,929 for a new total of $683,932 to provide services to 232 dislocated timber and secondary impacted industry workers in Clallam and Jefferson counties. Motion carried unanimously. D. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and Olympic Consortium and Olympic Community Action (KC-360-00) in the amount of $45,483 for the Welfare-to-Work program serving 14 eligible participants in Clallam and Jefferson counties from July 1, 2000 through June 30, 2001. Motion carried unanimously. 3) PUBLIC WORKS DEPARTMENT: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 174-2000* thereby establishing a restricted parking zone on the east and west side of Wilson Creek Road SE to alleviate a traffic hazard caused by cars parking alongside the road in South Kitsap Commissioner District No. 2 (subject to adding a clause to the resolution to read that this matter would be reviewed after the parking lot had been expanded). Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and The U.S. Navy, Keyport (KC-271-90P) for the government's share of the construction of Pump Station No. 24 and Central Kitsap WWTP Phase IIC, for Chair's signature. Motion carried unanimously. C. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and The U.S. Navy, Sub-Base Bangor (KC-272-90P) for the government's share of the construction of Pump Station No. 24 and Central Kitsap WWTP Phase IIC, for Chair's signature. Motion carried unanimously. D. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Interlocal Agreement amendment between Kitsap County and The Suquamish Tribe (KC-349-99A) in the amount of $15,775.52 for the County's participation in the Tribe's Augusta Avenue Improvement Project. Motion carried unanimously. 4) JUVENILE SERVICES DEPARTMENT: A. Discussion was held, comments called for and hearing no objection, a motion was made by Chair Botkin and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and Kitsap Mental Health (KC-361-99A) in the amount of $36,000 to provide functional family therapy to 18 youth on probation with the Kitsap County Juvenile Department. Motion carried unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Chair Botkin and seconded by Commissioner Garrido that the Board approve and execute the contract between Kitsap County and The State of Washington, Office of the Administrator for the Courts (KC-426-00) in the amount of $26,690 to continue funding to increase the number of children served by court appointed special advocates (CASA) in dependency matters. Motion carried unanimously. 5) PROSECUTOR'S OFFICE: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 175-2000* thereby supporting Kitsap County Child Special Assault Investigation and Victim Services (SAIVS) Program. Motion carried unanimously. 6) PLANNED UNIT DEVELOPMENTS/PLATS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board Final approval for the Plat of Del Tormey located in South Kitsap, Commissioner District No. 2. Motion carried unanimously. 7) CENTRAL COMMUNICATIONS DEPARTMENT: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Intergovernmental agreement between Kitsap County and The Puget Regional Council (KC-079-00) to jointly bid the purchase or acquisition of goods and services related to LiDAR data acquisition. Motion carried unanimously. 8) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Dave Card addressed the Board with concerns about a statement contained in the Homerule Charter Ballot issue. B. Marianne Nelson Steward addressed the Board with concerns about the Olalla Boat Ramp. C. Vivian Henderson addressed the Board with concerns about the Board's 2001 Legislative Agenda. 9) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board Resolution No. 176-2000* thereby reappointing Pat Fellers (1-year term ending August 31, 2001), Dave Hildebrand (2-year term ending August 31, 2002) and Karen Ross (2-year term ending August 31, 2002) to the Kingston Citizens Advisory Council. Motion carried unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board adopt Resolution No. 177-2000* thereby approving the action of the State of Washington Economic Development Finance Authority and the issuance of non- recourse bonds to finance an economic development facility for Waste Management of Washington, Inc.
