M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS October 23, 2000 The Kitsap County Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator Malcolm Fleming, Clerk of the Board Holly Anderson and Deputy Clerk of the Board Opal Robertson. (The Board of Commissioners' public meetings are audio and video taped). ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. 10:00) Employee Service Awards. Congratulations and Certificates of Appreciation were presented to the following County employees for their many years of service to Kitsap County: Jason Rice, Terri Iskra, Department of Community Development, Steve Frazier, Personnel, Sheri Burdue, Prosecutor's Office and Barbara DaZelle, Sheriff's Office. 10:00) Farewell to Richard "Dick" Harty, Information Services Division. Best wishes and a Plaque were presented to Richard "Dick" Harty on his retirement from the County. 10:00) Chico Creek Watershed Survey Drawing. Pat Kircshbaum, SSWM Outreach and Education Coordinator, gave a brief overview of the Chico Creek Watershed Survey noting that as an incentive for returning the survey, a gift certificate donated by Country Nursery and Gardens would be presented to the winner. Don Schultz, of Chico Way was winner of the gift certificate. 10:00) Presentation of 2001 Recommended Budget, Part II. Malcolm Fleming, County Administrator, described the process for developing a General Fund "base' budget, outlined the policies recommended to maintain an adequate reserve in the General Fund, discussed the long-term implications of funding a new one-time and new continuing expenses and highlighted some of the more significant requests for new positions and programs. He also discussed how Kitsap County's performance in several areas compared with other jurisdictions and suggested reasons why he thought Kitsap County's programs and services were a good value for county residents. Discussion was held between the Board and Fleming regarding positions that had been added within the last four years, additional expense information relative to other agencies such as the Economic Development Council, Humane Society, Historical Society, etc., package deals included in the budget, the overall recommended budget as a proposal and any comments from the public would be welcomed. 10:00) A Public hearing to consider an application filed by Ethel L. Kingston for Current Use Assessment Open Space on approximately a 24-acre parcel located at 10374 Olalla Valley Road SE in South Kitsap, Commissioner District No. 2. Karanne Gonzalez, Department of Community Development, gave a brief overview of the application and said that staff and the Planning Commission recommended conditional approval. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve the Current Use Assessment Open Space application; further that an Order be executed so stipulating. Motion carried unanimously. 10:00) B Public hearing to consider an application filed by Christie & Scott Masengill for Current Use Assessment Open Space on approximately 14 acres located at 8388 NE 360th Street in North Kitsap, Commissioner District No. 1. Karanne Gonzalez, Department of Community Development, gave a brief overview of the application and said that staff and the Planning Commission recommended conditional approval. Christie Masengill, said that intent was important and that she and her husband loved the area and wanted to preserve its natural character. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve the Current Use Assessment Open Space application; further that an Order be executed so stipulating. Motion carried unanimously. 10:00) C Public hearing to consider an application filed by Mary Lou Salter for Current Use Assessment Timberland Open Space on approximately 6acres located on the southwest corner at the intersection of Lake Helena Road and Sunflower Place SW in South Kitsap, Commissioner District No. 2. Karanne Gonzalez, Department of Community Development, gave a brief overview of the application and said that staff and the Planning Commission recommended conditional approval. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve the Current Use Assessment Timberland Open Space application; further that an Order be executed so stipulating. Motion carried unanimously. Chair Botkin commented that there was still a need to continue work on the open space credit system to ensure that it was consistent and that the Board was doing the best it could for public growth relative to balance and restrictions on uses and access vs. tax reduction and overall revenue. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of October 16, 2000. B. Approve Warrant Nos. 2888137 through 2889393 including manual warrant no. 2886744 in the amount of $2,778,939.34. Motion carried unanimously. 2) DEPARTMENT OF PERSONNEL AND HUMAN SERVICES: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract amendment between Kitsap County and The Dispute Resolution Center (KC-283-00A) increasing the amount by $50,000 for a new total of $110,000 to implement a parent advocacy program throughout Peninsula Regional Support Network. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 182-2000* thereby creating, upgrading and re-titling positions in the Personnel and Human Services Department and the Sheriff's Office. Motion carried unanimously. 3) PUBLIC WORKS DEPARTMENT: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board Contract amendment between Kitsap County and Parametrix (KC-045-00A) increasing the amount by $1,900 for a new total of $50,900 for the Johnson Creek Fish Improvements. Motion carried unanimously. B. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County WA State Department of Transportation (KC-338-98A) for assistance on the Big Scandia Creek Fishway replacement at Viking Way NW project through the Supplemental Highways and Local Programs. Motion carried unanimously. 4) DEPARTMENT OF ADMINISTRATIVE SERVICES: A. A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board adopt Resolution No. 183-2000* thereby reallocating appropriations within the 2000 General Fund budget. Motion carried unanimously. 5) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) A. Scott Henden addressed the Board with concerns about the 2001 Recommended Budget. 6) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Contract between Kitsap County and the Deputy Sheriff's Guild. (THIS MATTER WAS PULLED). B. Recess to executive session on Monday, October 23, 2000 at the hour of 1:30 PM to discuss land acquisition. The executive session began at 1:30 PM and ended at 3:00 PM. C. Commissioner Garrido announced that the City of Port Orchard Planning Commission would be meeting on Wednesday, October 25, at 7:00 PM, RE: Kitsap County jail expansion. D. Chair Botkin commented that the Board had received several phone calls complaining about the proliferation of political signs relating to current campaigns and reminded the public about the guidelines regulating placement of political signage.
