M I N U T E S KITSAP COUNTY BOARD OF COMMISSIONERS October 30, 2000 The Kitsap County Board of Commissioners met on the above-stated date. Present were Chair Tim Botkin, Commissioner Chris Endresen, Commissioner Charlotte Garrido, County Administrator Malcolm Fleming, Clerk of the Board Holly Anderson and Deputy Clerk of the Board Opal Robertson. (The Board of Commissioners' public meetings are audio and video taped). ITEMS SET FOR TIME CERTAIN: 10:00) Meeting Called to Order with Pledge of Allegiance. OTHER BUSINESS AND CONSENT ITEMS: 1) MISCELLANEOUS ITEMS: A motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board: A. Approve Minutes of October 23, 2000. B. Approve Warrant Nos. 2889396 through 2891045 in the amount of $127,753.44. 2) PUBLIC WORKS DEPARTMENT: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the contract amendment between Kitsap County and CH2M Hill (KC-120-00A) increasing the amount by $135,554 for a total not to exceed $235,554 for on-call consulting services for transfer station/long haul. Motion carried unanimously. B. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Garrido and seconded by Commissioner Endresen that the Board approve and execute the contract between Kitsap County Waste Management of WA (KC-479-00) in the amount of $250,000,000 for developing and operating a transfer station and transporting and disposing of acceptable waste at a permitted solid waste landfill located outside of Kitsap County. Motion carried unanimously. C. "Letter of Intent" enabling the County to enter negotiations with the Port of Bremerton to: 1) purchase the property upon which Waste Management will construct the Transfer Station; and 2) lease property from the Port of Bremerton for access to the Transfer Station site. (THIS ITEM WAS PULLED). 3) OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD: (Please limit comments to 3 to 5 minutes) 4) COMMISSIONERS/ELECTED OFFICIALS/DEPARTMENT HEADS: A. Discussion was held, comments called for and hearing no objection, a motion was made by Commissioner Endresen and seconded by Commissioner Garrido that the Board approve and execute the Collective Bargaining agreement between Kitsap County and the Deputy Sheriff's Guild (KC-478-00) effective January 1, 2000 through December 31, 2002. Motion carried unanimously. B. Commissioner Garrido announced the Banner Forest Dedication, November 16, 2000 at 4:00 PM. Public meeting adjourned.
