KITSAP COUNTY BLOCK GRANT PROGRAM

The Community Development Block Grant (CDBG) Division is funded through the Federal Department of Housing & Urban Development (HUD). The purpose of the Division is to provide administration and support for Kitsap County’s allocation of Community Development Block Grant and HOME Investment Partnership Program Funds.

The Community Development Block Grant program works with low income housing, and supportive services for individuals and families, to provide safe and healthy housing and self-reliant living.  We support agencies, non-profits, governments and individuals to identify, address and fund long term solutions and projects that reduce homelessness, advance the availability of affordable housing, and increase the social and economic vitality of neighborhoods and individuals.

Grant decisions are made through a public application process each year that includes review and recommendations of a Citizen Advisory Board appointed by the Kitsap Regional Coordinating Council (KRCC).

Neighborhood Stabilization Program
The Neighborhood Stabilization Program (NSP) was created through the Housing and Economic Recovery Act (HERA) of 2008.  Through the U.S. Dept. of Housing and Urban Developments Community Development Block Grant (CDBG) Program, it provides emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. In the State of Washington, NSP Funds are allocated to local governments through the State Department of Community Trade and Economic Development.  Kitsap County received an allocation of funds in the amount of $671,745.

2006-2010 Consolidated Plan

As a recipient of grant funds from the Dept. of Housing and Urban Development (HUD), Kitsap County and the City of Bremerton participate in and maintain a Consolidated Plan.  The Consolidated Plan is an overall strategy for housing and community development in Kitsap County and its Cities.  It is a prerequisite to receiving federal HUD funds and guides the County in its consideration and appropriation of grant funds.  The Plan contains statistical information, vision statements, policies and strategies that will guide future uses.  The Consolidated Plan also contains the Annual Action Plan.  The Action Plan includes all of the projects funded for a particular year.  To view the most recent Consolidated Plan or the Current Year’s Action Plan click on the links below.

 

Action Plans
Substantial Amendments to 2008 Action Plans

Kitsap County is receiving $310,552 in Stimulus Bill funding from the American Recovery and Reinvestment Act (ARRA).  The funding is being channeled from the Department of Housing and Urban Development (HUD) to the Community Development Block Grant (CDBG) Program to states and entitlement communities like Kitsap County.

 HUD has directed grantees to apply for these funds by submitting a Substantial Amendment to their 2008 Annual Action Plan.  One goal is to provide a transparent public process to specifically identify how the funds are utilized.  Congress intends for these funds to be used quickly, giving priority to activities that can be under contract within 120 days of grant award for a CDBG-eligible purpose that will inspire public faith in how stimulus money is being used. 

Due to the quick turnaround, the projects included in the Kitsap County Substantial Amendment were based on awards made during the 2009 Application cycle.  These projects provided elements that the staff recommended for CDBG-R (Recovery Act) funding for the following reasons:

    • Preserves and creates jobs and promotes economic recovery;
    • Assists those most impacted by the recession;
    • Provides investment needed to increase economic efficiency;
    • Invests in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits;
    • Minimizes or avoids reduction in essential services; or
    • Fosters energy independence.

Kitsap County Homeless Housing Plan 2008 Update

This plan addresses issues of homelessness throughout Kitsap County and is a requirement of the State for funding generated through HB 2163 passed in 2005.  The Kitsap Continuum of Care Coalition coordinated the goals and actions in the plan with those in the Consolidated Plan and the Continuum of Care Plan for the Homeless. Annual Application Process
Kitsap County’s annual application process for CDBG and HOME funds begins in May of each year for the following year. The application packet provides the process and qualifications that will be used by the County during the annual application cycle, including the Citizen Participation Process. Funded Projects

CDBG and HOME project funding is based on the type of project proposed.  CDBG funds can be used for public service, capital projects, planning or economic development.
