KITSAP COUNTY BLOCK GRANT PROGRAM

 

The Community Development Block Grant (CDBG) Division is funded through the Federal Department of Housing & Urban Development (HUD). The purpose of the Division is to provide administration and support for Kitsap County’s allocation of Community Development Block Grant and HOME Investment Partnership Program Funds.

The Community Development Block Grant program works with low income housing, and supportive services for individuals and families, to provide safe and healthy housing and self-reliant living.  We support agencies, non-profits, governments and individuals to identify, address and fund long term solutions and projects that reduce homelessness, advance the availability of affordable housing, and increase the social and economic vitality of neighborhoods and individuals.

Grant decisions are made through a public application process each year that includes review and recommendations of a Citizen Advisory Board appointed by the Kitsap Regional Coordinating Council (KRCC).

The KRCC approves the allocation of these federal funds to eligible applicants whose services and projects address the needs identified in the Consolidated Plan.

2006-2010 Consolidated Plan

As a recipient of grant funds from the Dept. of Housing and Urban Development (HUD), Kitsap County and the City of Bremerton participate in and maintain a Consolidated Plan.  The Consolidated Plan is an overall strategy for housing and community development in Kitsap County and its Cities.  It is a prerequisite to receiving federal HUD funds and guides the County in its consideration and appropriation of grant funds.  The Plan contains statistical information, vision statements, policies and strategies that will guide future uses.  The Consolidated Plan also contains the Annual Action Plan.  The Action Plan includes all of the projects funded for a particular year.  To view the most recent Consolidated Plan or the Current Year’s Action Plan click on the links below.

Analysis of Impediments to Fair Housing

Kitsap County Action Plan to Reduce Homelessness by 50% By 2015

The 10-year plan to reduce homelessness was initiated by HUD and the US Interagency Council on Homelessness.  The plan established goals and actions to reduce homelessness in Kitsap County.  The plan was prepared by the Kitsap County Continuum of Care.  The Continuum of Care membership is comprised of public and non profit agencies that provide services to homeless individuals.  To view the most recent plan click on the link below.

 

 

Annual Application Process

Kitsap County’s annual application process for CDBG and HOME funds begins in May of each year for the following year. The application packet provides the process and qualifications that will be used by the County during the annual application cycle, including the Citizen Participation Process. Funded Projects

CDBG and HOME project funding is based on the type of project proposed.  CDBG funds can be used for public service, capital projects, planning or economic development. HOME funds can be used for housing.  Projects which are selected for funding by the Citizen Advisory Board and approved by the Kitsap Regional Coordinating Council are included in that year’s Action Plan.  To view projects funded for a particular year click on the link below.  To view the current year’s Action Plan click on the link above under Plans.
