Port Blakely Sub-Area

A Sub-Area Plan is adopted in order to address future development in areas which are currently governed by different, inappropriate or inadequate land use regulations. Typically, Sub-Area Plans provide greater specificity regarding an identified area, community or site. The purpose of this Sub-Area Plan is to provide specific guidance on the establishment of future uses on the subject site consistent with the direction of the May 1998 Comprehensive Plan for both Kitsap County and the City of Bremerton Comprehensive Plan. The site was identified in Kitsap County's comprehensive plan as a Joint Planning Area between the County (currently holding jurisdictional control over the site) and the City of Bremerton (future incorporation of the site). The site was designated and zoned as an "Urban Reserve" which is a dual land use designation combining both Industrial/Business Park and Urban Reserve uses while ensuring that the land is maintained in large parcels during the joint planning process. Inclusion in a jurisdiction's Urban Growth Area is typically a precursor to eventual annexation of the subject properties. The potential for future annexation makes it essential that the roles and responsibilities of each jurisdiction are clarified. It is the intent of this Sub-Area Plan to encourage master planning of the entire site to ensure compatibility between proposed business park operations and residential uses, as well as with the existing and future character of the adjacent neighborhood. 
A Sub-Area Plan addresses the programmatic elements of designating the land uses of a subject property. Although the overarching planning goals, policies and projects are identified in this document, subsequent project-level review will occur once the Sub-Area Plan is integrated within the Comprehensive Plan of both jurisdictions, the property is annexed to the City and individual development is proposed. Project level review will adhere to the goals and policies set forth in the Sub-Area Plan.

NOTICE

The Kitsap County Board of Commissioners and the Bremerton City Council will jointly hold a continuation of a April 24, 2000 public hearing regarding the 'Kitsap County Sub-Area Plan - Port Blakely Joint Planning Area' including the necessary amendments to each jurisdiction's comprehensive plan and implementing development regulations. The Draft Sub-Area Plan proposes a 440-acre mixed-use project west of Kitsap Lake and east of Dickerson Creek in Central Kitsap. The property is located in unincorporated Kitsap County and designated as a 'Joint Planning Area' (JPA). The Draft Sub-Area Plan proposes that the property be included in the urban growth area (UGA) for the City of Bremerton. If approved, the property would likely be proposed for annexation into the City of Bremerton following the adoption of the Sub-Area Plan. If for some reason the annexation cannot be completed, the Property will be deleted from the potential UGA designation and will be designated as "Interim Rural Forest" under both the County's comprehensive plan and zoning. This alternative will occur automatically without additional process.
The public hearing also includes the related proposed actions of (a) adopting transitional zoning for the property within the sub-area and (b) approving a 3-Party Agreement between Kitsap County, the City of Bremerton and Port Blakely Communities. The 3-Party Agreement is an interlocal and development agreement dealing with annexation, transportation, environmental requirements, and other implementation requirements of the proposed sub-area plan. The public hearing will be held on Monday, August 14, 2000, beginning at the hour of 5:00 p.m., in the Bremerton City Council Chambers located at the Bremerton City Hall, 239 Fourth, Bremerton, Washington. (PLEASE NOTE: THIS HEARING WAS ORIGINALLY SCHEDULED FOR JUNE 5, 2000 BUT WAS CANCELED. THE HEARING WAS RESCHEDULED TO JUNE 26, 2000 AT 5:30 PM AT THE LOCATION ABOVE, THIS MEETING WAS ALSO CANCELED) The purpose of the continuation of the hearing is to consider public testimony on any new information presented since the April 24, 2000 hearing. At the conclusion of the public testimony, if time permits, the Board and Council may begin deliberations and formulate their final decisions.
