Silverdale Sub-Area Plan and
Urban Growth Area (UGA)
 

In November 2004, Kitsap County’s Department of Community Development embarked on an integrated sub-area and watershed planning process for the Silverdale Urban Growth Area (UGA). A sub-area plan is a component to the Kitsap County Comprehensive Plan and specifically addresses the unique needs and features of a specific geographical area.   

A Citizen Advisory Committee (CAC), comprised of Central Kitsap residents, civic leaders, business owners, property rights activists, environmental groups and developers, was formed for the Silverdale sub-area planning process. The CAC analyzed existing transportation, land use, natural environment, land capacity, as well as economic development and capital facilities. The CAC then developed land use alternatives and potential constraints or risk factors for each alternative and recommended a preferred alternative to the Kitsap County Planning Commission and Board of County Commissioners.  At the same time, draft Downtown Design Guidelines were developed, with the expectation of final adoption in mid-2007. 

The Silverdale Sub-Area Plan, including an expanded urban growth boundary, was adopted in December 2006 as part of the 10-year update to the County’s comprehensive plan.  The sub-area plan was included in the comprehensive plan in a manner easy to segregate in the event the Silverdale area incorporates as a city.
