Updated Lands Capacity Analysis-Supply

The Washington State Growth Management Act calls for Kitsap County to designate Urban Growth Areas to accommodate the County’s expected growth for the next 20 years. Determining this includes conducting an Updated Land Capacity Analysis for residential, commercial and industrial lands, which is a model used to implement growth management programs and be an estimate of available lands for development. Once identified and defined, Kitsap County must take steps or assumptions to further evaluate whether these lands can realistically be developed to accommodate the forecasted population growth.  

In September 2004, the Kitsap County Department of Community Development set in motion a process to update its Land Capacity Analysis framework and assumptions. A Citizen Advisory Group was formed to establish a set of assumptions to determine land suitability and availability. The Citizen Advisory Group was comprised of members from the developing, environmental, real estate communities,  planning commission and regional council, as well as cities and local residents. The set of assumptions that were identified by the Citizen Advisory Group determined what lands would be included from the estimate.

On April, 25, 2005, the Board of County Commissioners accepted a framework and set of assumptions for the Updated Land Capacity Analysis for Urban Residential Lands. The acceptance of the framework and assumptions will identify the supply of  lands in Urban areas of Kitsap County for the forecasted population growth.
