Introduction

In early 2008, the Kitsap Board of County Commissioners directed staff to develop a community plan for the Greater Hansville Area. A Community Plan is a sub-area plan in which smaller areas recognize what is appreciated about the community by developing goals, policies, and standards to preserve distinguishing characteristics. Once the plan is developed and approved by the Board of County Commissioners, it becomes an element of the County’s comprehensive plan, guiding future development.

The Greater Hansville Area is currently without a County-adopted community plan, although previous citizen-driven planning efforts have described residents’ long-term vision for the area. Two well-documented planning efforts from 1993 and 2006 will help inform the current community planning process. The Greater Hansville Community Plan will incorporate the expertise of those who dedicated themselves to previous planning efforts, new perspectives from residents not previously involved in planning, and the broader public.

About Greater Hansville

The Greater Hansville Area is located at the north end of Kitsap peninsula’s northern arm. Approximately 3000 residents comprise over a dozen distinct communities and neighborhoods. Southwest of Greater Hansville, the Port Gamble S’Klallam Tribe is a sovereign steward of 1,301 acres including shoreline and upland areas.

Hansville’s commercial center is adjacent to Norwegian Point and the junction of Hansville, Point No Point, Buck Lake, and Twin Spits Roads. Greater Hansville features Hood Canal, Admiralty Inlet and Central Puget Sound shoreline, pedestrian-friendly neighborhoods, community gathering places, quiet back roads, timber and agricultural resource lands, wildlife corridors, parks, greenways and open space. Residents enjoy land and marine-based outdoor recreation, participate in community programs and service organizations, and contribute to local culture and the arts. About the Planning Process

A typical community planning process has four phases: Visioning, Plan Development, Revisions, and Adoption. Factors such as the scope of the plan, level of citizen participation, and available resources can determine the length of each phase. The planning process is a partnership between County staff and citizens: staff develops a framework and guides the process while citizens contribute plan content. Events such as open houses will be held at various milestones, while regular working meetings provide a predictable venue for updates and build upon one another to carry the project forward.
