COUNTY'S SHORT PLAT PROCESS |

| PRELIMINARY
APPLICATION: |
| The following information
is necessary for a preliminary short plat application: |
|
Preliminary Short Plat: Plat must be prepared by land surveyor
registered pursuant to RCW 18.43 and in accordance with Section 7 of
the County Subdivision Ordinance #108-E-1991. |
Vicinity Map: Show general location of property relative to nearby
public roads and local landmarks. |
Legal description of the property. |
Completed Short subdivision application form, including notarized
signatures of the owners of record. |
Any proposed restrictions or covenants. |
Water and sewer commitment letters if applicable. |

| REVIEW BY THE
DEPARTMENT OF COMMUNITY DEVELOPMENT: |
| DCD is the lead agency
for the short platting process. The application is reviewed for
completeness; if any additional information is necessary, you will
be notified immediately. The preliminary short plat application,
once accepted and complete, will take approximately 90 calendar days
to be reviewed by the County. Once the preliminary application is
either approved or denied, the applicant will be notified in
writing. The short plat is reviewed for: |

Conformance to the current requirements and standards of the
County's Subdivision and Zoning Codes, |
Conformance with the Comprehensive Plan and Shoreline Master
Program, and Critical Areas Ordinance. |
Unusual environmental characteristics of the site, such as
floodplain, steep slopes, wetlands, creeks, streams and ponds, which
may require special planning. |
Previous logging practices. |
Proximity to nesting sites of species of concern. |
Ownership and acreage verification. |
Legality of creation of the lot being short platted. |
Any conditions for future development which may have been
established in a previous land use action or subdivision. |

| HEALTH DISTRICT
REVIEW: |
| The Bremerton-Kitsap
County Health District must also review Short Plat applications.
Following submittal of your short subdivision application, the
Environmental Health Division will perform an on-site evaluation of
the property in order to certify the feasibility of an on-site
sewage disposal system. The following is required for this review: |

One or more test holes (known as soil logs) must be dug for each
parcel. Each soil log must be dug with a backhoe and be
located in the areas in which subsurface sewage disposal systems
would most likely be placed. |
The approximate location of all soil logs must be shown on the
preliminary plat. All soil logs must be well flagged on the
property so they may be easily located by the Health District
Inspector. Proposed lots having an existing approved on-site
system do not require soil logs. |
The soils description must be logged by a Washington State Certified
Septic Designer or P.E. |

| The Health District will
also review the preliminary short subdivision to ensure the proposal
conforms to current standards regarding domestic water supply.
Fees for Health District review are $100.00 for projects on sewer,
$250.00 for projects on septic. These fees are subject to change. |

| REVIEW BY COUNTY
ENGINEER: |
| The County Engineer will
review the application and ascertain whether the proposal:
Conforms to regulations concerning drainage; and has streets or
easements which: align and are coordinated with those serving
adjacent properties; and which are adequate to accommodate
anticipated traffic. |

| FINAL APPLICATION: |
| At anytime within three
(3) years following the notice of Preliminary Approval, a Final
Short Subdivision application must be submitted. The Final Short
Plat Application will take approximately 20 days to be reviewed by
the County. Contents of a Final Short Subdivision Application
include: |

A complete application form, including notarized signatures of the
owners of record. |
A Plat Certificate for the property (not more than 30 days old at
the time of Final submittal). |
The Final Short Plat showing elements described in Section 16 of the
Ordinance 108-E-1991. |
A Road Maintenance Agreement unless such agreement is waived at
preliminary approval by the County Engineer. |
Perimeter lot closures for final review. |

| FEES: |
| Current fees are
$1750.00. Fees are subject to change. |
|
| RECORDING: |
| Once the final Short Plat
has been approved by the Short Plat Administrator, taxes and
assessments for/through the current year, including any delinquent
taxes and assessments must be paid to the Treasurer. The plat may
then be recorded in the County Auditor's office. For information on
recording, please contact the Auditor's office (337-7129). |

| APPEAL: |
| The Short Plat
Administrator's action on the application may be appealed to the
Hearing Examiner. The appeal request must be submitted to DCD within
ten working days from the approval/denial date, see Kitsap County
Ordinance No. 128 (as amended) for more information. |
