- Shoreline Environmental Designations
This Master Program classifies shorelines into five distinct environments (Natural, Conservancy, Rural, Semi-rural and Urban and one sub-environment, Conservancy-Public Lands) which provide the framework for implementing shoreline policies and regulatory measures. This data represents these environments and their locations relative to Kitsap County.
- Purpose:
- This map represents the Environmental Designations of The Kitsap County Shoreline Management Master Program.
To guide the future development of the shorelines in Kitsap County in a manner consistent with the Shoreline Management Act of 1971.
- Supplemental information:
- In order to plan and manage shoreline resources effectively, a system of categorizing shoreline areas is required for use by local governments in the preparation of master programs. The system is designed to provide a uniform basis for applying policies and use regulations within distinctively different shoreline areas. To accomplish this, a shoreline environment designation is given to specific areas based on the existing development pattern, the biophysical capabilities and limitations of the shoreline being considered for development and the goals and aspirations of local citizenry. Such information was compiled in a shoreline inventory and was utilized as the basis for the environmental designations. Critical areas located within shoreline jurisdiction shall be subject to regulation pursuant to the Kitsap County Critical Areas Ordinance.

- Attribute accuracy is tested by comparing the original data with the updated version, both on-screen and on paper maps
when produced. Although verification and plotting has been done in Arcview, and most all project work is planned to be accomplished in Arcview, the data required for the cover to be displayed properly in Arc/Info, using the current plotting procedures in place, have been kept in place.

- The shoreline used was based upon the parcel boundarry. This will change over time as the parcel database is redrawn and its accuracy increased. At some point it will need to be rebuffered and attributes reapplied to this new shoreline/buffer.

- Process description:
- Initial data used was created in the 1971-73 shoreline inventory, and then this data went through an updating process. This process began with a shoreline inventory, by boat, around the entire saltwater shoreline. This identified areas still in a natural condition, areas impacted by human actions, and areas degraded by both natural (landslide) and human-caused events (bulkheads, etc.). Next, this information was analyzed along with upland information to develop shoreline designations that attempt to preserve the shoreline features required to maintain the health of the environment, especially with regards to the issue of the declining salmon stocks of the pacific northwest. Data collected in the field was digitized using ArcView, and a database built that holds information showing the current and the updated designations, along with information describing the criteria met to place each shoreline segment into each specific designation.

Natural Environment Designation:
A natural environment is an area
having a unique asset or feature considered valuable for
its natural or original condition which is relatively
intolerant of intensive human use. Such areas may be
identified by one or more of the following:
(1) Areas best representing undisturbed natural conditions or
natural systems;
(2) Areas providing critical habitats;
(3) Areas playing an important part in maintaining the
ecological balance of the region's natural systems; and
(4) Areas possessing high values for scenic and passive
recreational or educational uses.
Specific types of shoreline natural systems include the
following:
1. Biological wetlands including bogs, marshes, and
swamps;
2. Critical species habitats;
3. Estuaries; streams, and creeks;
5. Spits, bars, and berms;
6. Longshore drift zones;
7. Kelp Beds and eel grass beds;
8. Smelt and candlefish spawning beds;
9. Shore processes; and
10. Hood Canal.
Conservancy Environment Designation:
A conservancy environment is an area
intended to protect, conserve, and maintain its existing
character. Nonconsumptive uses which can utilize resources
on a sustained-yield basis while minimally reducing
opportunities for future uses are preferred. Such areas may
be identified by one or more of the following:
(1) Areas that can be managed on a sustained yield basis while
minimally reducing opportunities for other future uses of
the resources of the area.
(2) Areas presenting severe biophysical limitations.
Typical biophysical limitations include steep slopes,
biological wetlands, areas prone to flooding, areas prone
to landsliding, and areas with inadequate water supply or
sewage disposal capabilities.
(3) Areas which present potential for current or future
community recreational needs and are located near existing
or potential population centers.
(4) Areas important to regional ecological balance, such as
areas rich in quality and quantity of life forms, areas
important to the maintenance of natural water quality and
flow, or areas important to maintaining the food chain
process such as estuaries, riparian corridors, and
wetlands.
Conservancy - Public Lands Environment Designation:
(These areas are currently labeled and displayed using the
conservancy designation, and can be reselected using the item
'Name'. All Conservancy - Public Lands parcels will have
something in the 'Name' attribute.)
A conservancy-public lands environment is an area which is
publicly-owned and is dedicated for public use and enjoyment
as a park, recreational site, or open space. The state, county,
and local parklands within unincorporated areas of Kitsap
County are to be designated conservancy-public lands
environment. The sub-environment is intended to allow
further development and improvement of publicly-owned lands
for the benefit of the public. This designation is intended
to protect recreational areas and to allow development,
when appropriate, of other recreational areas or facilities
at existing sites.
Rural Environment Designation:
A rural environment is an area having
low residential densities, limited access to utilities such

Semi-Rural Environment Designation:
