PERSONNEL & HUMAN SERVICES

The Personnel & Human Services Department exists to serve the needs of elected County officials, appointed department heads, County employees and the entire community through a variety of programs and processes. The employees of this department perform work in a wide variety of specialized areas, providing programs and services vital to the community and to Kitsap County as a unit of local government.

The department performs two distinct functions for the County.  Staff members:

  • Provide human resources, labor relations and employee benefits services for 20 county offices and departments employing 1200 regular employees.

  • Contract for human services programs or directly provide services which impact the lives of thousands of county residents each year.

Employees of the department provide professional, technical, and secretarial support for 11 independent commissions, boards, and councils that are required by federal and state statutes or have been established by the Kitsap County Board of Commissioners to address specific community needs.

The department administers an annual budget of $30,637,700.  Approximately 97% of the department's operating funds are obtained through state and federal grants.  The remaining funds are provided by the County's general fund.
