Substance Abuse Prevention Program

The Substance Abuse Prevention Program (KCSAAP) was first established by the Kitsap County Board of Commissioners in 1990 to
develop needed substance abuse prevention resources and to support and assist with the
coordination of existing prevention programs and services for youth, families, schools and
communities.
Program services include:
- organizing and mobilizing community efforts to prevent substance abuse
and violence
- technical assistance and funding for early intervention, social
proficiency and support programs for youth (i.e., Peer Education and Teen Mentor Programs)
- resource information, community education and professional training
- funding for parent training and support programs
- funding for community/school based prevention projects and
programs.
The program annually provides or subcontracts for the provision of;
- youth program services to approximately 250 students and 30 adults
in schools through social proficiency and support programs, 780 youth through community
latchkey, recreation and educational programs, and 250 youth in juvenile detention through
education and early intervention activities
- family education services to approximately 250 social service
providers, parents and parent educators
- community resource information and training services to
approximately 3,000 employers, social service providers and members of the general public.
The program annually administers a total of $222,000 from federal
and state sources. Eleven contracts with local schools, tribal governments and
agencies are currently in effect.
