Kitsap County 
 Wastewater Planning & Development Moratorium 
 

In response to a Central Puget Sound Growth Management Hearing Board order of non-compliance and invalidity, Suquamish II v. Kitsap County CPSGMHB case No. 07-3-0019c, the Kitsap County Board of Commissioners adopted two ordinances on March 10, 2008. Description of these ordinances and links are provided below.

 Ordinance Related to Wastewater Capital Facilities Planning

This ordinance amended the Kitsap County Comprehensive Plan, Silverdale and Port Orchard/South Kitsap Sub-Area Plans, and the 6-Year Capital Facility Plan. This ordinances is related to sewer provision and future wastewater conveyance for the Silverdale, Central Kitsap, West Bremerton, Gorst and Port Orchard/South Kitsap urban growth areas (UGAs). Ordinance Related to Extending the Development Moratorium

Ordinance 410-2008 extends the 180-day moratorium within the 2006 expanded areas of the Silverdale, Central Kitsap, West Bremerton, Gorst and Port Orchard/South Kitsap UGAs. Until the Hearings Board order of non-compliance and invalidity is lifted, certain new development in these expanded urban areas might not be possible since installing sewers may jeopardize their urban status.

The moratorium does not apply to: Boundary Line Adjustments; permits related to remodeling, tenant improvements or expansions of existing structures; or owners/lessees/purchasers wishing to build a house on existing lots for their own or family's use.

The moratorium does apply to:  new development on property that requires subdivisions for residential development, commercial or industrial projects. Listed below are links to the moratorium extension ordinance and associated maps.
