Rowe-Hornbaker Named Assistant Director for Kitsap
County Community Development

ORCHARD, WA—Kitsap
County
announced today that Jeffrey L. Rowe-Hornbaker, who has served as Interim Assistant Director
for the Department of Community Development since April 2006,
has been appointed permanently to the position. Rowe-Hornbaker manages
permit-related activities and code development for the Building, Development Engineering, Fire
Marshal and Land Use and Environment Divisions. As the
Assistant Director, his primary role will be to streamline permitting
functions and to ensure fair and consistent
interpretation and application of codes and ordinances.
“I feel very fortunate to manage a group of such hard working employees, and
I look forward to improving our customer satisfaction while reducing permit
approval times,” said Rowe-Hornbaker.
“During the past five months, Jeff has worked hard to improve systems and to
balance work loads and statutory requirements for permits,” said Cris Gears, County Administrator. “The commissioners have
expressed great respect for his work and strong support for his appointment
to the Assistant Director's position. We are looking forward to his continued
leadership.”
Rowe-Hornbaker has worked for
Kitsap
County
for 15 years. Previously, he managed the county's development engineering process for
land use and site development activities. Prior to that, he worked in
various professional staff positions for the county's Public Works Department and for Pan
Am/Johnson Controls at Bangor. He was also a General Contractor
licensed in the state of Washington from 1986 to 2002, involved in all phases of
commercial and residential construction. He still enjoys woodworking and
volunteers when he can for community projects.
Rowe-Hornbaker and his wife, Juliet, live in Bremerton in a home the couple
has remodeled.
He and his wife enjoy travel and gardening. His most recent hobbies include
surfing and running, and he is currently training for his first half
marathon. |
