Andrew Nelson will serve as new Kitsap County Public Works Director

(Port Orchard, WA) – The Kitsap County Board of Commissioners is pleased to announce Andrew Nelson has been selected to serve as the new Public Works Director and will begin July 14. He replaces Randy Casteel, who retired last October after 23 years. Mr. Nelson comes to Kitsap County with an extensive background in engineering, organizational development, and leadership, budget and policy development.

“The Board is proud of the fine work done by our Public Works Department,” said Charlotte Garrido, Chair of the Board of Commissioners. “Andrew brings an impressive background and respect for the wide range of responsibilities within the department. He appreciates innovations such as our recent accreditation with the American Public Works Association and the introduction of Lean process improvement within the department – and is eager to work with the terrific people who provide these important services in Kitsap County!”

Mr. Nelson recently retired from the U.S. Army of Corps of Engineers where he held the rank of Colonel and was the Deputy Commander for the South Pacific Division that comprises one-fifth of the country with a workforce of over 2,500 people. He managed military construction, environmental programs and civil works projects throughout the western states with a program in excess of $1 billion. He is known for his ability to collaborate and work successfully on projects that involve coordination with local, state and federal leaders and agencies.

He also served as Deputy Garrison Commander for Transformation at the Aberdeen Proving Ground, Maryland, managing the $1.3 billion design and construction program for the U.S. Army installation that included the delivery of research and development facilities and extensive infrastructure upgrades such as access control points, road constructions, traffic control systems, high-voltage power distribution, substations, utilities, waste water and stormwater systems and fiber optics replacement.

While serving as Deputy Commander for the New England District of the Army Corps, he was a senior leader of a 500-member engineering, planning, design and construction management organization with a $200 million budget. He also managed the district’s environmental permitting and compliance program in support of the Clean Water Act, Rivers and Harbors Act and historic preservation requirements. Additionally, Mr. Nelson has served the Army Corps in Italy, Kosovo, Korea, Iraq and Germany and is recipient of the Legion of Merit, Bronze Star Medal and numerous other awards.

Brigadier General C. David Turner, commander of the South Pacific Division, commented on Mr. Nelson’s career, “A lot of people will say their person is great, but in my 33 years in a leadership role, Andy is without a doubt one of the best leaders and people I have ever met.”

A native of South Dakota, Mr. Nelson received his Master’s Degree in Civil Engineering from the University of Washington and is a licensed Professional Engineer in the state of Washington. Mr. Nelson said he is excited to take on the challenge of the public works director and serve the people of Kitsap County. He is married to Beth Nelson and they have two children. Their daughter Lauren, is attending graduate school at George Washington University in Washington D.C. and their son, Alec, is graduating from the Massachusetts Institute of Technology and will be commissioned as a second lieutenant in the U.S. Air Force.
