Change-of-value notices coming


(Port Orchard, WA) - Change-of-value notices will be mailed to about 90,000 Kitsap County property owners on July 11th. The notice reports the assessor’s estimate of market value as of January 1, 2014. Most owners will see a slight increase when compared to the January 1, 2013 assessed value. All new values, including those not changed, are posted on the “Parcel Search” feature at the assessor’s homepage at Click on “assessor data” and then “value history”.

Sales from January 1, 2013 to March 31, 2014 were analyzed in determining the January 1, 2014 assessed value. Sales used in the analysis are shown by neighborhood on the assessor’s webpage

Property owners in South Kitsap outside of the Port Orchard Urban Growth Area may see more variation in their changes. These properties received their required six-year physical inspection prior to the setting of this year’s value. Any property characteristic changes noted in that inspection are reflected in the new value. New land rates for these areas were also established based on sales of vacant land in the last several years. Reduced land rates in some cases required offsetting increases to the improvement (building) values in order for the total assessed value to reflect market value.

Those disagreeing with the January 1, 2014 estimate of market value will have sixty days to appeal to the County Board of Equalization. Potential appellants should first contact the assessor’s office at 360.337.7160 to review property characteristics and receive property specific valuation information. Information on property tax relief programs for senior citizens and disabled persons is also available.
