Culvert Replacement Project
To improve fish passage and enhance habitat, Kitsap County is looking at options to replace the culvert on Sunde Road at Clear Creek. The existing culvert at Sunde Road prevents fish from accessing upstream habitat on Clear Creek. Because the culvert is listed as a fish-passage barrier, replacing it is a high priority. In addition to improving fish passage, this project will restore instream and riparian habitat and improve water quality.

Kitsap County is considering two options:

  1. Completely remove the culvert and return the stream channel to its natural condition, or

  2. Replace the existing culvert with a larger one

Each of these options includes various ways to improve traffic safety on the road.

 Preliminary Decision

Based on additional technical analysis and the initial feedback from residents, the County is leaning towards removing the culvert, dead-ending Sunde Road on both sides of the creek, and installing a footbridge.

 Community Involvement

On June 25, 2012 the Board of County Commissioners held a public hearing to consider closing Sunde Road to through traffic at Clear Creek. The Board did not vote on the action but asked for additional analysis. A community meeting will be held on November 15 at 6:30 pm at Clear Creek Elementary School to learn more about Kitsap County’s plans to remove the culvert. The Board will consider the Sunde Road closure sometime after the community meeting.

 Project Schedule and Status

The project is in the beginning stage of selecting an option – either to remove the culvert or replace it. The project design is expected to continue through 2012. Construction is planned for 2013 or 2014.
