The Kitsap County Department of Public Works desires to improve safety and
capacity at controlled intersections throughout the County within the next
three (3) years and intends to procure consulting services to complete the
Traffic Signal and Illumination System Design elements required for these
intersections.
The Department is soliciting Statements of Qualifications (SOQs) from
consultants with experience in the design of Traffic Signals and
Illumination Systems for the design of Traffic Signals and Illumination
Systems at County controlled intersections. Firms selected will be valid for
a three (3) year term. Individual design projects will be identified
following the selection process and agreements will be negotiated as
stand-alone contracts, terminating when the individual project is complete,
the budget is exhausted or the project time frame has expired. Successful
consulting firms may be used for either Federally funded or County funded
projects and will be held to ADA and Federal EEO requirements.

Proposals received after the response
deadline will not be considered. Kitsap County will not meet with potential
Proposers at any time prior to the due date for the response to this RFQ.
Project Scope:
Work to be performed by the Consultant involves the
design of traffic signal and illumination systems and the preparation of
both preliminary and final design plans, special provisions and engineer’s
estimates for these designs.
To assist with the design of specific traffic signal and illumination system
projects, Kitsap County will provide to the consultant roadway civil design
plans in AutoCAD format and a Traffic Engineering Study for the intersection
being improved. The Traffic Engineering Study will include existing roadway
intersection conditions, design criteria, vehicle speed analysis, historical
information, accident history, traffic volume counts and a traffic signal
analysis. An example of a typical Kitsap County Traffic Engineering Study
can be found above.
Consultant
services will include:
- Preliminary traffic signal and illumination system design plans.
- Final (sealed by Professional Engineer licensed in the State of WA)
traffic signal and illumination system design plans.
- Traffic signal and illumination system contract special provisions
(sealed by Professional Engineer licensed in the State of WA).
- Engineer’s estimate for the traffic signal and illumination system
design.
- Recommendations to Kitsap County for appropriate pedestrian
facilities associated with the intersection being improved.
All design work and documents shall meet/follow Kitsap
County Standards, the LAG Manual, WSDOT Design Manuals, WSDOT/APWA Standard
Specifications for Road Bridge and Municipal Construction, and applicable
state and federal regulations.
