Request for Qualifications (RFQ)  

Engineering Consultant Services for:
2011 CLEAR ZONE INVENTORY


SOQ submittal packages accepted no later than  4:30 P.M. on May 26, 2011

The Kitsap County Department of Public Works desires to identify hazards within the clear zone along 17 county roads throughout Kitsap County and intends to procure consulting services to complete the inventory.  The Department is accepting sealed statements of qualifications (SOQs) from consulting firms with experience in, but not limited to, Civil Engineering, Traffic Engineering, and Surveying.

Sealed Statements of Qualifications (SOQs) will be accepted until
4:30 P.M. on Thursday May 26, 2011, at the Kitsap County Department of Public Works, Kitap 1, 507 Austin Drive, Port Orchard, WA, 98366, at which time they will be recorded and forwarded to the County’s
project manager.
 

Project Scope: Work to be performed by the consultant is an inventory of hazards within the clear zone.  Consultant services may include, but are not limited to: 

  • Identify hazards within the clear zone that are also within Kitsap County right-of-way.  Clear zone determinations shall be evaluated using all AASHTO guidance (i.e. AASHTO “Roadside Design Guide” and “A Policy on Geometric Design of Highways and Streets”).
  • Inventory approximately 60 miles of road along 17 roads.  See a map showing 60 miles of possible inventory locations.
  • Items to be inventoried include boulders, buildings, walls, embankments that exceed critical slope limits, water exceeding 2-feet deep, trees, utility poles, and other non-crashworthy fixed objects in accordance with NCHRP Report 350.
  • The consultant will need to distinguish between critical and non-critical embankments.
  • Clear zone hazards will be located by station and offset.  Stationing shall be determined with 5-foot accuracy, while offsets shall be determined with 0.5-foot accuracy.  Beginning stationing will be identified by the county.
  • Provide map and photo of each hazard identifying the type of hazard.
  • All work shall follow Kitsap County Standards, the LAG Manual and applicable state and federal regulations. 
  • Phase 2 – Clear Zone hazards mitigation recommendations.

Estimate: Kitsap County anticipates the costs of the services for the inventory to be approximately $60,000.  The services are expected to start in September of 2011 with an estimated completion date of March 2012.
The clear zone inventory project is currently fully funded with a Federal Highway Grant.

Notices related to revisions or updates to this RFQ will be provided via email, unless the Proposer requests to receive it by regular mail.
