Silverdale Way NW Intersection Improvements at Chico Way NW and NW Newberry Hill
County Road Project No. 3645

Construction began May 14, 2012 and is anticipated to be complete by the end of November. 
As of November 2, 2012, most work is complete, and the County is waiting for street light poles, arms, and luminaries, to be delivered and installed. A recent delay in the delivery of the arms is moving the estimated completion date of the project to the end of November.

Vehicular Access to and from Chico Way from Newberry Hill Road and Silverdale Way was
eliminated in May and will be restored 5:00 PM on Friday, October 26, 2012.

This project includes improvements to the intersection of Silverdale Way where it meets with Chico Way and Newberry Hill Road. Planned improvements include:

  • Roundabout
  • Stormwater accommodations with Low Impact Development Features
  • Landscape swales on the east and west side of the road
  • Right-of-way purchase
  • Minor retaining walls
  • Utility relocations

The Silverdale Access and Circulation Study (1998) forecasted future growth to the west of SR-3 will increase traffic on Newberry Hill Road. Combined with Silverdale Way and Chico Way traffic growth, the study indicated improvements will be needed at Silverdale Way/Chico Way/Newberry Hill intersection, whether or not Silverdale Way is widened to the north.

Newberry Hill Road and Silverdale Way will be open traffic during construction, with significant delays to be expected. It is anticipated that access to and from Chico Way from Newberry Hill Road and Silverdale Way will be restricted or eliminated during the duration of the project.

  Project History                                                                                                                 

The Silverdale Way Pre-Design Study (2010) looked at the “Silverdale Way Corridor” from SR-3 and Newberry Hill in the south to Anderson Hill Road to the north.  This roadway segment has a functional classification of Principal Arterial, it serves a critical corridor in east Kitsap Peninsula and a gateway to the Silverdale businesses and retail centers. It operates today at a level of service F, with long queues for northbound traffic at NW Byron Street and southbound traffic along Newberry Hill Road.

A major element of the study was to analyze the intersection at Silverdale Way NW/Chico Way NW/NW Newberry Hill and determine how it can be reconstructed to enhance capacity and safety. The design study considered options for signalizing the intersection and for constructing a roundabout, and concluded, with public input, a roundabout to be the preferred solution.

The corridor is also identified as a high priority project under the County's Bicycle Facilities Plan and a gateway into Silverdale. Completion of improvements to this corridor would relieve congestion, improve safety and present a gateway for vehicular traffic and non-motorized users.

Form the corridor study, two projects were identified to move forward to be funded in County’s Transportation Improvement Plan (TIP): 

  1. The roundabout at Silverdale Way NW - Chico Way NW - NW Newberry Hill Road

  2. The widening of Silverdale Way between Byron and Anderson Hill Road. This project is currently scheduled for construction in 2015.
