Right of Way Permits

Any construction activity within County right-of-way requires a valid “Permit to Perform Work in County Right of Way”. To obtain a permit, submit an application and five copies of the construction plans to Public Works for review and processing.  Once the permit has been issued, a copy must be available for inspection at the construction site for the term of the permit (or permit period).

Application - Adobe Acrobat form, can be typed and printed

Current processing time is 7-10 business days.  If the status is APPROVED, you will be notified to pick up the permit and pay the amount due between the hours of 8:00 am and 4:30 pm, Monday through Thursday.  The Public Works department is now located at 507 Austin Street, across from the courthouse, on the third floor.

"Right of Way" is defined as all property in which the County has any form of ownership, interest or title, and which is held for the purpose of public roads and associated features such as, median, sidewalks, bicycle facilities, and public utilities. This definition applies regardless of whether or not any road exists thereon or whether or not it is used, improved, or maintained for public travel.           Kitsap County Road Standards
