Engineering Consultant Services for:
SR 104 Sidewalk and
Storm Water Improvement Project

SOQ submittal packages accepted no later than
12:00 pm on June 7, 2011

KingstonThe Kitsap County Department of Public Works desires to construct
sidewalk and storm water improvements in the community of Kingston, Washington, and intends to procure consulting services
to complete design and permitting for a bid
ready project.
The Department is soliciting Statements of Qualifications from consulting firms with experience in Civil Engineering, Traffic Engineering, Storm Water Management, Low Impact Development, Electrical Engineering (Street Lighting), Contract Specifications and Regulatory Permit Processing.

ANTICIPATED RFQ SCHEDULE
The following schedule has been established for the submission and evaluation of the SOQs and selection of the Consultant. These are tentative dates only and the County reserves the right to adjust these dates at its sole discretion:

  • SOQs due June 7th, 2011 at 12:00 pm

  • Announce final selection by June 21, 2011

  • Contract negotiation complete by July 12, 2011

  • Board of County Commissioner approval August 8, 2011

  • “Notice to Proceed” – August 9, 2011 

Project Scope: Work to be performed by the consultant is the Design and Preparation of Plans, Specifications, and Estimate (PS&E) for a bid ready project. Listed below are some of the features/challenges of the project that the consultant will be expected to address:

  • Approximately 500 feet of curb, gutter and sidewalk

  • Street/sidewalk illumination including replacement of luminaries

  • Storm water drainage improvements including Low Impact Design (LID) considerations

  • Community input solicitation

  • Coordination with and approval from WSDOT

  • Construction phasing – impact to existing traffic.

  • Other related road and site improvement and mitigation necessary to accomplish the aforementioned tasks.

  • Secure all environmental and regulatory permits. Expected required approvals are; SEPA, NEPA, Section 106.

  • Coordination with resource agencies

  • Utility Coordination

  • Topographic survey has been completed and will be provided by the County

  • Determination of any Right of Way needs, develop Right of Way plans and associated documentation necessary for Right of Way acquisition. Appraisal and negotiations will be by the County

  • Engineering support during construction. Construction Management will be by the County

  • All design work to be completed and permitting secured with the expectation of construction in 2012

All design work and PS&E to meet/follow Kitsap County Standards, the LAG Manual, WSDOT/APWA Standard Specifications for Road, Bridge, and Municipal Construction and applicable state and federal regulations..

Estimate: Kitsap County anticipates the costs of the design services for the project to be approximately $50,000. The services are expected to start in August of 2011. The sidewalk and drainage improvement project is currently fully funded with federal and local monies and scheduled for construction
in 2012.
