Judge Hartman graduated from Harvard University and
the University of Oregon Law School.
Judge Hartman practiced law for 24 years in Kitsap County prior
to being appointed to the Kitsap County Superior Court Bench in
February 2002. Judge Hartman is currently the Presiding Judge
of the Kitsap County Superior Court. He is also a Trustee for
the Superior Court Judge's Association and the Chairperson of
the Board for Court Education. He presided over the Kitsap Juvenile Drug
Court from 2005 to 2007.
Judge Hartman worked extensively in the community before taking
the bench. He helped found Kitsap Legal Services, which is
organized to provide civil legal work for low income citizens.
He received an award from the Washington State Bar Association for
this effort. Judge Hartman is a past president of the Kitsap
County Bar Association. He is also a founding board member,
and a past chair, of Leadership Kitsap Foundation, an organization
which identifies and trains young professionals for leadership roles
in public service. Judge Hartman chaired the Bremerton School
District's levy committee for 16 years, served 5 years on the
Bremerton School Board, and is one of the authors of Initiative
I-728, the School Finance and Class Size Reduction Initiative which
passed in 2000.
